A Resolution of the South Tahoe Public Utility District
Recognizing the Retirement of
the Honorable Tim Leslie, and Expressing Sincere Appreciation
for His Years of Support and Commitment to the
Community of South Lake Tahoe and the
South Tahoe Public Utility District

WHEREAS, it seems the South Tahoe Public Utility District was always turning to
7 Tim Leslie for help, and for years he was there to help us. Now that he is about to retire,
8 the Board of Directors and Staff would like to thank him for his long history of always
being there and providing his support for our many requests;
9 WHEREAS, the District appreciates the serious time commitment Mr. Leslie
10 dedicated towards understanding the complexities of water and wastewater related
issues to make educated, balanced decisions in order to protect and advocate the
11 District's position on important issues so that it may continue to provide essential
services to our community;
12 WHEREAS, in 1993, Mr. Leslie, recognizing the unique status of the Lake Tahoe
13 region, helped to successfully enact Assembly Bill 1224 to retain the special district
property tax dollars within the Tahoe Basin to continue the implementation of the Porter-
14 Cologne Water Quality Act;
WHEREAS, in 1995, Mr. Leslie testified before the State Water Resources
15 Control Board in support of the District's request for reconsideration for additional grant
16 funding to be used for replacement of the export pipeline;
WHEREAS, in 1997, Mr. Leslie continued to support replacement of the export
17 pipeline project by stressing to other members of congress the importance of providing
18 federal funding for the project under the VA HUD bill;
WHEREAS, Mr. Leslie fought the good fight to replace the export pipeline that
19 sends recycled wastewater for ranchers in Alpine County to use as irrigation by helping
with issues brought up by other agencies;
20 WHEREAS, Mr. Leslie was an immense help in seeing that fire hydrants were
21 installed on the export pipeline, ensuring protection of Lake Tahoe in the event of a
catastrophic fire;
22 WHEREAS, in 2004, Mr. Leslie represented the District's interests while the
California budget was being considered to give relief to Tahoe Basin wastewater
23 agencies by sponsoring SB 1224 to provide a fair solution to a significant unfunded
24 mandate, and supported the language in SB 1096 to provide tax relief for the District's
responsibility to meet provisions of the Porter-Cologne Water Quality Control Act;
25 WHEREAS, Mr. Leslie has demonstrated a leadership role, extending far beyond
26 the District, to benefit the community and Tahoe Basin with such projects as the Lake
Tahoe License Plate, the Forest Fire Forum, protection from utility relocation costs with
27 AB 270, and the pumping facility at the fire station on North Upper Truckee;
WHEREAS, Mr. Leslie is admired and highly regarded by this Board of Directors
28 for his ability to provide prominent leadership and representation of the District at the
29 local, regional, State, and National levels;

WHEREAS, Mr. Leslie has shown time and time again what a fine, down-to-earth
man he is: by always being ready to personally see any and all of us who came to
2 Sacramento to visit with him about our concerns; by being satisfied with a fancy
3 Kentucky Fried Chicken lunch at Sawmill Pond; and by continuing his commitment to
public service throughout his illness, thereby setting an example to us all with his
4 courage and determination;
NOW, THEREFORE, the Board of Directors of the South Tahoe Public Utility
District, does hereby express its sincere appreciation and gratitude for Tim Leslie for his
6 invaluable service, and for being a tireless champion dedicated to protecting Lake
Tahoe, a national treasure, for future generations to come.
7 WE, THE UNDERSIGNED, do hereby certify that the above and foregoing
Resolution was duly adopted and passed by the Board of Directors of the South Tahoe
Public Utility District at a regularly scheduled meeting held on the 19th day of October
9 2006, by the following vote:
