Resolution 2837-07 \r ~ 1 2 3 4 5 6 7 RESOLUTION NO. 2837-07 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM BE IT RESOLVED, by the Board of Directors of the South Tahoe Public Utility District, County of EI Dorado, State of California, as follows: WHEREAS, the President in Homeland Security Directive-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System, which would provide a consistent nationwide approach 10 for federal, state, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from disasters, regardless of cause, size, or complexity; and 8 9 11 12 13 14 WHEREAS, California local and state government pioneered the development 15 of standardized incident management systems to respond to a variety of catastrophic 16 disasters, including fires, earthquakes, floods, and landslide; and 17 18 WHEREAS, in the early 1970s, the California fire service, in partnership with 19 the federal government, developed the seminal emergency incident command system 20 that has become the model for incident management nationwide; and 21 WHEREAS, in 1993, California was the first state to adopt a statewide 22 Standardized Emergency Management System for use by every emergency response 23 organization, and implemented a system involving local and state agencies to ensure 24 the continual improvement of the Standardized Emergency Management System; and 25 26 WHEREAS, California local and state emergency management professionals 27 have contributed their expertise to the development of the new National Incident 28 Management System; and \., 29 III 30 I II \., \., ~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 Resolution No. 2837-07 Page 2 WHEREAS, it is essential for responding to disasters and securing the homeland that federal, state, local, and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters; and WHEREAS, the California Standardized Emergency Management System substantially meets the objectives of the National Incident Management System, and WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) recommended adoption of a standardized Incident Command System nationwide. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The South Tahoe Public Utility District staff will develop a program to integrate the National Incident Management System, to the extent appropriate, into the District's emergency management system. 2. The Office of Emergency Services will identify any statutes or regulations that need to be eliminated or amended to facilitate implementation of the National Incident Management System. 3.
