RESOLUTION NO. 2553
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTH TAHOE
PUBLIC UTILITY DISTRICT
ESTABLISHING A SAFETY POLICY FOR THE
SOUTH TAHOE PUBLIC UTILITY DISTRICT
WHEREAS, the California State Legislature has adopted
Chapter 1369, statutes of 1989 (SB 198) requiring every
employer to establish, implement and maintain an effective
written injury-prevention program including specific elements
and to provide specified training of employees in general safe
and healthy work practices; and
WHEREAS, it has been and is the policy of the South Tahoe
Public utility District to conduct all District operations
safely to prevent injuries and other events that may cause
non-related illnesses to employees; and
WHEREAS, a well-organized safety program provides a safe
working environment and promotes increased efficiency at all
levels; and
WHEREAS, employees of the South Tahoe Public utility
District are the District's greatest asset and protection of
them is a major goal.
NOW THEREFORE BE IT RESOLVED by the Board of Directors of
the South Tahoe PUblic utility District as follows:
1. The department heads of all District departments
are to:
a. Train all employees in proper work practices;
b.
supervise
each
worker's
and
evaluate
performance giving consideration to unsafe
acts and conditions;
c. Develop, adhere to and enforce safety rules

and regulations; and
d. Constantly monitor the work place for unsafe
conditions and take steps to eliminate them
through safety inspections, accident
investigations and disciplinary a9tion if
necessary.
e. Ensure that the training required by Section
l.a above shall be done for all existing
employees, and a program be established for
training of each new employee when they first
report for work or duty. A regular and
continuous training program will also be
compulsory. Records of all such training
shall be maintained by each department or
division conducting such training.
2. The South Tahoe Public utility District shall
require that every employee share in and accept
responsibility for their own personal safety and
provide, as far as practical, for the safety of
fellow workers by;
a. Following all safety rules and regulations;
b. Reporting any unsafe conditions or practices;
c. Using safe work practicees; and
d. Developing and maintaining a positive attitude
toward safety and accident prevention.
BE IT FURTHER RESOLVED that the General Manager, as Risk
Manager, has appointed a District Safety Director, who shall
also serve as District Safety Coordinator and shall issue an

applicable written safety plan, rules and regulations as
Administrative Directives as are necessary for the general
conduct of the District and each of its departments. (The
initial issuance of such safety rules, regulations and
directives shall occur prior to January 1, 1992.) Department
heads and each department and employee shall comply with all
such safety plans, rules, regulations and directives issued by
the General Manager. Department heads shall further establish
and issue written department safety rules, regulations and
directives as applicable to their department governming all
employees. Department heads shall at all times emphasize the
importance of safety and accident prevention to all department
employees including the imposition of disciplinary action
upon those who do not comply with the safety plan, rules,
regulations, and directives.
PASSED AND ADOPTED at a regular meeting of the Board of
Directors of South Tahoe Public utility District on the lst
day of August, 1991, by the following vote:
