(a) Type of System or Facility - (1) Construction and maintenance of an extension of the reservoir access road. (2) Construction and maintenance of a reservoir area to accommodate high effluent water, wet year storm event, and con- struction yard for the entire reservoir project. (3) Construction of two fences required by the Califor- nia Regional Water Quality Control Board, Lahontan Region, to prevent people access to an effluent reservoir. (b) Related Structures and Facilities - Those facilities subject of Right-of-Way Grant No. CA- 13255-2800 (NV-033) which include an effluent storage dam and reservoir access road and unlined ditches. (c) Physical Specifications - (1) T�e road extension is approximately 2,000 feet in length. The permanent travel surface is 10 feet, with 2 1/2 foot � shoulders on each side and a drainage ditch on the uphill side 6 feet in width. The travel surface of the road and appurtenances during construction is approximtely 21 feet in width, with an ad- ditional 35 feet required on each side for cuts and fills. The road, including cuts and fills, will require an area between elevation 5,570 as said elevation exists this date, and 35 feet West of elevation 5,585 as said elevation exists this date. The North 500 feet of said road will be paved to a width of 10 feet and graveled to a width of 10 feet for the remaining distances of 1,500 feet. The road extension is situate in the E. 1/2 of Lot 15 and E. 1/2 of the E. 1/2 of Lot 14, Secton 4, Township 10 North, Range 20 East and includes approximately 4.0 acres. {2) High effluent water storage in over a 100 year storm event from elevation 5,565 1/2 to 5,570 as said elevations exist this date, use of this area for a temporary construction yard during construction of the entire reservoir facilities, and use of this area for maintenance of the entire reservoir facility. The high water effluent storage, temporary construc- tion yard and maintenance of the entire reservoir facility land is situate in the E. 1/2 of Lot 15 and the E. 1/2 of the E. 1/2 of Lot 14, Section 4, Township 10 North, Range 20 East, and in- cludes approximately 5.5 acres. � 1 � (3) (a) A seven strand barbed wire fence 5 feet high with metal and wood supports for a distance of approximately 1,320 feet in a 15 foot wide area for construction and main- tenance of a habitat mitigation fence. This fence is situate in the W. 1/2 of the W. 1/2 of Lot 13, Section 3, Township 10 North, Range 20 East, and the right-of-way requested includes ap- proximately 4.5 acres. (b) A seven strand barbed wire fence 5 feet high with metal and wood supports for a distance of approximately 750 feet in a 15 foot wide area for construction and maintenance of a habitat mitigation fence. This fence is situate in the S. 1/2 of the W. 1/2 of Lot 5, Section 4, Township 10 North, Range 20 East, and the right-of-way requested includes approximately 0.26 acres. (c) A seven strand barbed wire fence 5 feet high with metal and wood supports for a distance of approximately 1,075 feet on the existing water pipeline right-of-way, subject of Right-of-Way Grant No. CA-13255-2800 (NV-033) in a 15 foot wide area for construction and maintenance of a habitat mitiga- tion fence. The fence and right-of-way requested are situate in the N. 1/2 of the W. 1/2 of Lot 6, Section 4, Township 20 North, Range 20 East, and includes approximately 0.37 acres entirely � within the Right-of-Way Grant dated December 21, 1984, Grant No. CA-13255-2800 (NV-033). � Attached are Sheet I-1 - Road Cross Section, Sheet I-3 - Road and High Water Reservoir Location, and Sheet I-7 - Fence Location and Details of the Plans for Contract No. 5, Harvey Place Dam and Irrigation Works, South Tahoe Public Utility Dis- trict, Wastewater Reclamation Plant Improvements, 1987. (d) Term of Years Needed - The term of years needed for the high effluent water storage, road extension, and fences, is 30 years from the effec- tive date of Right-of-Way Grant No. CA-13255-2800 (NV-033) and any renewal thereof, all in accordance with the conditions set forth in Section B, Nos. 4 and 5, of said Right-of-Way Grant. The term of use of the construction yard is two years from the date of the Permit Amendment. (e) Time of Year of Use or Operation - The construction yard will be used the entire year for a period of two years. The high water effluent storage will be used only in over a 100 year storm event, and this area will only occasionally be used for maintenance of the entire reservoir facility throughout the year. � The road extension and fences will be used the entire year. 2 , � (f) Volume or Amount of Product to be Transported - High water effluent storage in over a 100 year storm event on 5.5 acres. Vehicles, equipment, and materials used in construction and maintenance of the entire reservoir facility during construc- tion on the high water effluent storage area. Vehicles, materials, and equipment for construction and maintenance of the entire reservoir facility on the road exten- sion on 4.0 acres. (g) Duration and Timing of Construction - The road construction will require less than one month. The reservoir construction will require up to two years. (h) Temporary Work Areas Needed for Construction - The area from elevation 5,565 1/2 to 5,570 on the Southeast corner of the E. 1/2 of Lot 1 5 and E. 1/2 of Lot 1 4, Section 4, Township 10 North, Range 20 East will be used for a construction yard and will include a temporary construction trailer, temporary shop for routine and emergency equipment � repair, and similar construction related activities. 9. (a) Waste Discharge Requirements of the California Regional Water Quality Control Board, Lahontan Region; (b) California Division of Dam Safety Permit; (c) State of California, Third District Court of Appeals Decision; (d) U. S. Army Corps of Engineers Permit; (e) Bureau of Land Management Right-of-Way Grant No. CA- 13255-2800 (NV-033); (f) Second Amendment to Agreement Between South Tahoe Public Utility District and the County of Alpine and the Alpine County Water Agency. 13.(a) Alternate considered for the high reservoir water land and road extension was construction of a buttress dam on the ex- isting land, subject to Right-of-Way Grant No. CA-13255-2800 (NV- 033), to contain the high effluent water in a wet year storm event, and extension of the access road on top of the buttress dam. The alternate to the fences required by the California Regional Water Quality Control Board, Lahontan Region, was no project mitigation. (b) The buttress dam and extension of the access road on top � of the dam was not selected because of excessive cost. 3 � (c) High effluent water storage in over a 100 year storm event is required to prevent effluent spills. The road extension is required above said high water line. The fences are required by the California Regional Water Quality Control Board, Lahontan Region. 15. (a) Included in estimated $14,043,000.00 construction con- tract for the entire reservoir and associated canal facilities. (b) A buttress dam and access road on top of the dam would result in an increased cost in excess of $200,000.00. (c) Effluent spill protection and habitat mitigation. (d) The alternate to the construction yard would be location on private property at a considerable increase in cost, destruc- tion of County paved roads by heavy equipment, and disruption of agricultural endeavors. 18.
