A RESOLUTION OF THE BOARD OF DIRECTORS OF SOUTH TAHOE
PUBLIC UTILITY DISTRICT REJECTING ALL BIDS AND CALL
FOR BIDS
PUMP FOUNDATION STABILIZATION
LUTHER PASS PUMPING STATION 'PROJECT
SOUTH TAHOE PUBLIC UTILITY DISTRICT
BE IT RESOLVED by the Board of Directors of South Tahoe
Public Utility District, County of El Dorado, State of California,
as follows:
1. The Board of Directors of South Tahoe Public Utility
District finds:
A. The Board of Directors previously approved plans
and specifications and called for bids for the Pump Foundation
Stabilization, Luther Pass Pumping Station, South Tahoe Public
Utility District Project.
B. CWC-HDR, Inc., the District Project Engineer
for said Project, estimated the contract cost of said Pump Founda-.
tion Stabilization, Luther Pass Pumping Station Project, at
$50,000.00.
C. Bids were opened on October 14, 1986 at ll:OO
A.M. pursuant to said call for bids and extension of the time for
bid opening.
D. Only one bidder bid said project, to wit,
Alta Pacific Constructors, Inc.
E. The bid price of Alta Pacific Constructors, Inc._
was $136,850.00.

F. The required Pump Foundation Stabilization,
2 Luther Pass Pumping Station, work was not contemplated to be re-
3 quired during the fiscal year 1986-87 and, therefore, no funds were
4 budgeted for said work.

G. The District sewer bUdget does have a contin-
gency which can and would provide funds for said Pump Foundation
Stabilization, Luther Pass Pumping Station Project, in the amount
of approximately $50,000.00, but will not provide payment of the
contract cost of $136,850.00 together with adequate contingency
funds for the remainder of the fiscal year for other District

unbudgeted contingent sewer enterprise expenses,
H. The bids for the project were not completely
circulated and advertised so as to attract a maximum number of
potential bidders.
I. Another bidder submitted a sealed bid for the
project, but through inadvertence and because of the bid extension
time, was not aware~of the bid deadlin~ and submitted an untimely bi .
J. Said bidder's sealed bid was returned unopened.
K. The bid of Alta Pacific Constructors, Inc. is
excessive in the opinion of the Project Engineer and this Board of

L. The bid of Alta Pacific Constructors, Inc.
should be rejected for the reason that it is excessive and insuf-
ficient funds are available for said work at said bid price.

M. A new call for bids and more extensive re-
circulation of the invitation to bid may result in a bid price

O. The bid form proposal of Alta Pacific Construc-
6 tors, Inc. specifically acknowledged the right was reserved to
7 30uth Tahoe Public Utility District to reject any and all bids.
8 2. The Board of Directors of South Tahoe Public Utility
9 District hereby rejects all bids submitted on October 14, 1986 for
10 the Pump Foundation Stabilization, Luther Pass Pumping Station
11 Project, South Tahoe Public Utility District, contract work and
12 specifically, the bid of Alta Pacific Constructors, Inc.

3. The bid, 'security and bonds of Alta'Paeific Con-
14 structors, Inc. shall be forthwith returned to Alta Paficic Con-
15 structors, Inc.

4. An~ invitation to bid should be re-noticed for
17 bids on November 3, 1986 at 2:00 P.M.
18 5. The District Project Engineer for said project,
19 CWC-HDR, Inc., and the District staff are directed to actively
20 solicit as many bids as possible for said bid opening on November 3,
21 1986, so that the contract price for, the work for said Pump Found-
22 ation Stabilization, Luther Pass Pumping Station Project, can be
23 performed at approximately the Project Engineer's estimated cost
24 and within the funding capability of the District for unbudgeted
25 contingent sewer enterprise expenses.
