The South Tahoe Public Utility District hereby calls 9 for bids for the construction of South Tahoe Public Utility District 10 Wastewater Reclamation Plant Improvement Contract NO. 1 to be hand- 11 delivered between 12:00 P.M. until 2:00.P.M. local time, January 8, 12 1986, at the Sacramento Airport, Host Hotel, Camellia "A" Room in . ....-~ 13 accordance with the Drawings and Project Manual, therefore, and in 14 conformity with the Invitation to Bid, a copy of which is attached 15 hereto and incorporated by reference in this Resolution. 16 2. Bids received after this time will not be accepted, and will be retu rned unopened. Bi ds shall be hand del ive red. Bi ds recei ved by mail or telephone will not be accepted. At said place and promptly after the bid closing, all bids that have been duly received will be publicly opened and read aloud. All interested parties are invited to attend. The Work to be performed includes the construction of cast-in-place concrete tankage and structures, modification of the existing administration building, blower facility, process equipment, sludge pumping station modifications, yard piping, site work, final effluent pumping station, modification of existing mixed media filters, access road, off-gas system for existing multiple hearth furnaces, surge protection system, installation of Owner supplied sludge dewatering equip- ment, and other related work. Bids shall be on a combination of lump sum and unit price basis on the form provided in the Project Manual. Copies of the Drawings and Project Manual are on file and may be examined at the office of the Designer at 3461 Robin Lane, Cameron Park, CA 95682, at the Waste- water Reclamation Plant, 1275 fleadow Crest, South Lake Tahoe, California, and at the office of the Engineer, 450 North Wiget Lane, Walnut Creek, California. Reduced copi es of the Drawi ngs and the Proj ect Manual for use in prepari ng Bi ds may be obtained from the Engineer, mailin9 address: John Carollo Engineers, 450 North Wiget Lane, Walnut Creek, CA 94598, (415) 932-1710 for a nonrefundable cost of $75.00 for each set of Bi ddi n9 Documents. A pre-bid conference and site tour will be held at 10:30 a.m. local time on December 11, 1985, at the Wastewater Reclamation Plant. Bidders on this Work will be required to comply with Title VI of the Civil Rights Act of 1965, the Davis-Bacon Act, the Copeland (Anti-Kickback) Act, the Contract Work Hours and Safety Standards Act, and the Uniform Relocation Assistance and Real Property Policies Act of 1970, and Executive Order No. 11246, as explained in the Contract Documents. \.., '-' Pursuant to Section 1770 of the California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of the prevaili ng rate of per di em wages are on fil e at the Owner I s offi ce and will be made available to any interested party upon request. The following goals and timetables for minority and female utilization shall include in all Federal and federally assisted construction contracts and subcon- tracts in excess of $10,000. The goals are applicable to the contractor1s aggre- gate on-site construction workforce, not merely the part of the workforce that is performing work on a Federal or federally assisted contract or subcontract. All Crafts - Minority goals: 17.5 to 20.0% Female goals: 6.9% At the request and expense of the Contractor, securities may be substituted for any monies to be withheld by the Owner to ensure performance. See General Condi- tions of the Contract Documents for provisions. A goal of 4.4 percent of the total bi d doll ar amount of thi s contract has been established for the utilization of Minority Business Enterprises (MBE). In addi- tion, a goal of 2 percent of the total bid dollar amount of this contract has been established for this project for the utilization of Women Business Enter- prises (WBE). Requi rements for bidders and contractors concerni ng MBE and WBE utilization are included in the Project Manual. No Bid may be withdrawn within a period of 90 days after the date Bids are opened. Any contract or contracts awarded under this Invitation to Bid are expected to be funded in part by a grant from the United States Environmental Protection Agency. Neither -the United States government nor any of its departments, agencies, or employees is, or will be, a party to this Invitation to Bid or any resulting contract. The South Tahoe Public Utility District reserves the right to reject any or all Bids, and to waive any informalities, nonconformities or irregularities therein.
