A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTH TAHOE PUBLIC UTILITY DISTRICT IN
APPRECIATION OF THE LEGAL SERVICES PROVIDED
BY THE FIRMS OF:

RESOLVED, by the Board of Directors of the South Tahoe Public Utility District, El Dorado County,
California, that
WHEREAS, in 1977 the South Tahoe Public Utility District retained the Law Firm of Rust, Armenis &
Schwartz for the purpose of recovery of damages caused by the failure of the original Luther Pass Pipeline,
and Pump Station; and
WHEREAS, during the protracted course of the litigation, the District was greatly saddened by the
untimely death of Attorney Dave Rust; and
WHEREAS, Attorney Fred Schwartz took over the responsibility of directing the lawsuit on behalf of the
District; and
WHEREAS, other attorneys assigned to the South Tahoe case left the services of the District to further
their careers in actions that did not require the interior inspection of sewer effluent piplines; and
WHEREAS, Attorney James M. Crawford, Jr. offered to assist the District in its pursuit for recovery of
ib;l and
WHEREAS, Attorney Crawford pledged to the District that he would not leave the services of the District
until and unless the litigation was completed; and
WHEREAS, Attorney Ron Lamb found it necessary to retire from the U.S. Air Force in order to devote his
full efforts in assisting the District in this action; and
WHEREAS, Attorney Ron Lamb and Attorney James M. Crawford, Jr. have become proficient in the
computation of hydraulic surge conditions in the Luther Pass Pipeline and, therefore, assisted the District in
correcting the pipeline surge problems, and
WHEREAS, Attorney Fred Schwartz, as the Captain of the District's settlement negotiation team,
directed the team efforts resulting in a satisfactory settlement of the litigation.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the South Tahoe Public Utility
District does hereby commend Attorneys Rust, Armenis & Schwartz and James M. Crawford, Jr., especially
Attorney Fred Schwartz, Attorney James M. Crawford, Jr., and Attorney Ron Lamb for the successful
pursuit of the recovery of damages; and
BE IT FURTHER RESOLVED, that Attorney James M. Crawford, Jr. is hereby released from said lifetime
servitude contract with the District and may offer his services and pipeline expertise to other worthy clients.
