Resolution No. 2103C � rm RESOLUTION NO. 2103 A RESOLUTION BY THE BOARD OF DIRECTORS OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT REGARDING THE ENVIRONMENTAL PROTECTION AGENCY'S PROPOSED SCHEDULE FOR PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT. RESOLVED, by the Board of Directors of the South Tahoe Public Utility District, El Dorado County, California, that WHEREAS, in March, 1977, the SOUTH TAHOE PUBLIC UTILITY DISTRICT submitted to the State of California and the EPA a Plan of Study for conducting a Facility Planning Program; and WHEREAS, in June 1977, the SOUTH TAHOE PUBLIC UTILITY DISTRICT executed an agreement with EPA for conducting a Facilities Planning Program, and WHEREAS, the SOUTH TAHOE PUBLIC UTILITY DISTRICT was notified in early May 1977 that the EPA intended to prepare an Environmental Impact Statement on the South Tahoe Public Utility District project, and WHEREAS, the SOUTH TAHOE PUBLIC UTILITY DISTRICT Consultants will be completing in April 1978 the Draft Reports on the Facilities Plan and the Environmental Impact Statement, and WHEREAS, now almost one year after submittal of the Plan of Study the EPA has not executed a contract for the prepara- tion of the EIS, and WHEREAS, in the Request for Proposal for preparation of the EIS the EPA has indicated a 22 -month period for completion of the EIS, and n WHEREAS, the SOUTH TAHOE PUBLIC UTILITY DISTRICT is approaching the capacity of the existing treatment and disposal facilities, and modification and expansion of the facilities is needed soon, and WHEREAS, for each year of delay the construction cost of the new facilities will increase several millions of dollars, and WHEREAS, there has been millions of dollars expended on Tahoe studies and the need for another expensive and time- consuming study is not warranted. NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the SOUTH TAHOE PUBLIC UTILITY DISTRICT urge the ENVIRONMENTAL PROTECTION AGENCY to reconsider its schedule for completion of an E I S and revise the schedule for completion within a one -year time period. ` �t�/aZC ✓� 4 orrene L.
