RESOLUTION NO. 2607 A RESOLUTION OF THE BOARD OF DIRECTORS OF SOUTH TAHOE PUBLIC UTILITY DISTRICT SUPPORTING THE ADOPTION BY CONGRESS OF LEGISLATION PROHIBITING UNFUNDED FEDERAL MANDATES FROM BEING IMPOSED ON STATE AND LOCAL GOVERNMENTS BE IT RESOLVED, by the Board of Directors of South Tahoe Public Utility District, County of EI Dorado, State of California, as follows: 'WHEREAS, unfunded federal mandates imposed on state and local governments have become increasingly extensive in recent years; and WHEREAS, unfunded federal mandates have, in many instances, added to the growing deficits in state and local government budgets and have resulted in the need for state and local governments to increase revenues and curtail sometimes essential services; and WHEREAS, the excessive fiscal burdens on state and local governments have undermined, in many instances, the ability of state and local governments to I I achieve their responsibilities under state and local law; and WHEREAS, Congressman Gary Condit introduced legislation in the 103rd Congress that would have prohibited unfunded federal mandates; and WHEREAS, this legislation would have provided that any requirement under a federal statute or regulation that a state or local government conduct an activity shall apply to the government only if all funds necessary to pay the direct costs incurred by the government in conducting the activity are provided by the federal government; and WHEREAS, this legislation was cosponsored by a bipartisan majority of 230 members of Congress; and '-., '-' 14 15 16 17 ]8 19 20 2] 22 23 24 25 26 ~ 27 28 Resolution 2607 Page 2 2 3 WHEREAS, the House and Senate leaderships have decided to consider legislation relieving state and local governments from the burdens of unfunded federal 4 5 6 7 8 9 10 1 ] 12 13 mandates within the first one hundred days of the new Congress; NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of South Tahoe Public Utility District supports the adoption by the Congress of legislation that prohibits future unfunded federal mandates from being imposed on state and local governments.
