Resolution 2605 '-' \" \., RESOLUTION NO. 2605 2 3 4 5 6 7 8 9 10 )] 12 13 14 15 16 17 18 19 20 2] 22 23 24 25 26 27 A RESOLUTION OF THE BOARD OF DIRECTORS OF SOUTH TAHOE PUBLIC UTILITY DISTRICT SUPPORTING THE ADOPTION BY CONGRESS OF LEGISLATION TO DEVELOP A CONSISTENT FEDERAL POLICY FOR RISK ASSESSMENTS BE IT RESOLVED, by the Board of Directors of South Tahoe Public Utility District, County of EI Dorado, State of California, as follows: WHEREAS, United States businesses, municipalities, and the public pay over $500 billion annually in costs from regulations, and the average American family eventually pay for these costs as a hidden "consumer tax" of about $6000 per year on average; and WHEREAS, our limited economic resources require the development of federal regulations and programs based on sound science and cost effective policies; and WHEREAS, risk assessment is a scientific procedure for evaluating and quantifying the magnitude and severity of hazards which may threaten human health I and ecological resources and is an important tool for informed decisionmaking; and WHEREAS, the federal government currently lacks a coordinated scientific foundation for conducting risk assessments, greatly increasing the difficulty of establishing policy priorities and providing maximum utility to decision makers; NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of South Tahoe Public Utility District supports the adoption by the Congress of legislation to develop a consistent federal policy for risk assessments conducted by federal agencies for the purpose of presenting to the public and federal government, the most scientifically objective information concerning the nature and magnitude of health, 28 safety, and environmental risks in order; and 4.. 2 3 4 5 6 7 8 9 10 )] 12 ]3 14 15 ]6 17 18 19 20 2] 22 23 24 25 26 '-' 27 \r 28 Resolution 2605 Page 2 to provide sound regulatory decisions and public education; to provide for full consideration and discussion of relevant data and methodologies, and to require explanation of significant choices in the risk assessment process which will allow for better peer review and public understanding; and to improve consistency within federal regulatory agencies In preparing risk assessments and risk characterizations.
