A RESOLUTION OF THE BOARD OF DIRECTORS OF
SOUTH TAHOE PUBLIC UTILITY DISTRICT
TO OPPOSE UNFUNDED, STATE MANDATED PROGRAMS
FOR COUNTIES AND SPECIAL DISTRICTS, AND TO
PRECLUDE UNDUE BURDEN TO TAXPAYERS AND RATEPAYERS
OF EL DORADO COUNTY

6 WHEREAS, EI Dorado County government and special
7 districts in EI Dorado County provide state mandated services to
8 persons within EI Dorado County.

WHEREAS, state mandated services often lack funding
10 sources to adequately carry out the state mandate.
1] WHEREAS, unfunded state mandates on county government and
12 special districts create excessive burdens on taxpayers and
13 ratepayers and create fiscal crises in local government.

WHEREAS, communities in El Dorado County depend upon
efficient and effective county government and special districts to
16 service community needs.

BE IT RESOLVED, that the Board of Directors of South
18 Tahoe Public Utility District opposes unfunded, state mandated
19 programs for counties and special districts.

BE IT RESOLVED, that the state should provide funding
2] sufficient to carry out mandated programs including all direct and
22 indirect costs attendant thereto.
23 PASSED AND ADOPTED by the Board of Directors of South
24 Tahoe Public Utility District at a duly held regular meeting on the
25 3rd day of November, 1994/ by the following vote:
26 AYES: Strohm, Mason, Wallace, Jones, Mosbacher
