questing a letter outlining the impact
of the building permit moratorium on the
District. There will be a 1.2 million
loss in connection fees. Letter will

a. Mitigate temporary soil compaction - related impacts with Line 4.
b. Mitigation to prevent siltation of streams and the lake.
c. Require construction equipment emission controls.
d. Require muffling of construction vehicle and equipment noise
sources.
e. Mitigate temporary traffic disruptions.
f. Reduce potential hazards to motor vehicles, bicycles, and
pedestrians during construction.
g. Notice to homeowners and businesses of project.
