The Board of Directors of the South Tahoe Public Utility District met
in a regular session, January 17, 1985, 4:00 P.M., 1900 Lake Tahoe
Boulevard, City Services Center.

Director Olson asked Manager Cofer to
elaborate on the 1/4/85 meeting with
Chairwoman Onorato. Manager Cofer
reported Chiarwoman Onorato wanted to
be sure the grant was preserved and know
how the District might proceed with
the project. Also discussed was the
Sierra Club's involvement in the Alpine
County lawsuit.
Manager Cofer reported on four other items:
1) Receipt of letter from David Kennedy,
Dept. of Water Resources authorizing grant
in the amount of $8,250 for comparing a
water-conserving landscape to a tradi-
tional landscape.
2) Meeting set with Tommy Stewart for
1/21/85, 8:30 A.M. re county transfer
of tax funds. Requested attendance by
Director Olson.
3) Phone call from Judge Paras who had
talked with Senator Doolitle re the pos-
sibility of legislation. Manager Cofer
is trying to set-up a meeting for around
the first of February so that Board
members can attend.
4) An item on the CASA Agenda will be a
recommendation from the Federal Legislative
Committee re hiring a Washington represen-
tative to assist in the Clean Water Act
Amendments and coordinate CASA's interests
in the legislation. A $20,000 budget for
this year and a $5,000 budget for next
year will also be recommended. Manager
Cofer requested the Board support the
recommendation at the CASA Director's
Committee. Director Olson recommended
Managee Cofer contact Nels Carlson,
Director's Chairman.
Attorney Weidman reported he had been
working on 3 items:'
1) E1 Dorado County Water Agency -
Tax Transfer Matter
After investigation his opinion is tax
money from this area cannot be used for
construction in other areas; cannot tax
our area for another area unless we are
going to benefit from the work done in
the other area; tax transfer funds can
be loaned. Feels an examination of all

himself and Bob Baer.

ORDINANCE NO. 376
AN ORDINANCE OF THE SOUTH TAHOE PUBLIC UTILITY
DISTRICT PROVIDING FOR THE COMPENSATION OF AN
OFFICER OF THE SOUTH TAHOE PUBLIC UTILITY DIS-
TRICT, AND A~4ENDING ORDINANCE NO. 371.
BE IT ENACTED by the BOARD OF DIRECTORS of the SOUTH
TAHOE PUBLIC UTILITY DISTRICT, County of E1 Dorado, State of
California, as follows:
1. That Section 2 of Ordinance No. 371 shall be amend-
ed as follows:
That the CLERK OF BOARD, as an officer of the South
Tahoe Public Utility District, shall receive as comp-
ensation of said office, the sum of TWO THOUSAND, SIX
HUNDRED, TWENTY DOLLARS ($2,620.00) PER MONTH AS A
COLA ADJUSTMENT.
This Ordinance as stated above, passed and adopted at
a regular meeting of the Board of Directors of the South Tahoe
Public Utility District, on the 17th day of January, 1985, amends
only the section mentioned above, and in all other respects
ORDINANCE NO. 371 shall remain'hereoy ratified, confirmed and in
full force and effect.
THIS ORDINANCE shall take effect thirty (30) days after
its passage; at least one (1) week before the expiration of said
thirty day period, copies of said ORDINANCE shall be posted by
the Clerk of Board of the South Tahoe Public Utility District,
at three public places in said District, and at least one week
before the expiration of said thirty day period, this ORDINANCE
shall be published in the TAtIOE DAILY TRIBUNE, a newspaper of
general circulation, printed and published in said District one

RESOLUTION NO. 2362
A RESOLUTION SETTING THE FEE FOR THE APPORTIONMENT
OF UNPAID ASSESSMENTS UNDER DIVISION 10 OF THE
STREETS AND HIGHWAYS CODE
RESOLVED, by the Board of Directors of the South Tahoe Public
Utility District, E1 Dorado County, California, that
WHEREAS, Division 10 of the Streets and Highways Code, Part 10,
Sections 8730 to 8734, inclusive, and Part 10.5, Sections 8740 to
8740.5, inclusive, provide for procedures for division of land and bond;
WHEREAS, the above cited code provisions require the legislative
body to fix the fee for each separate part or parcel of land into which
the original lot or parcel has been divided or transferred;
WHEREAS, said fee has heretofore been established pursuant to
District Resolution No. 1558, adopted on May 6, 1971, as amended; and
WHEREAS, to cover the costs thereof, it is desired that said fee
be amended;
NOW, THEREFORE, IT IS ORDERED, that:
1. Until further order of said Board, the fee for the first
two separate parts or parcels of land into which the original lot or
parcel is divided or transferred shall be $ 400.00 and $ 50.00
for each of the third and subsequent parcels.
2. The District Engineer shall apportion said fees among the
divided assessments against the parcels and shall notify the owner of
the original parcel assessed (as the name of said owner appears on the
last equalized roll for taxes, or as it is known to the District
Engineer) of the order of said Board fixing the fees of the
apportionment and directing that payment thereof be made to the Clerk
and ex officio Secretary of the District within 15 days of the
notification. In the event that the fees are not paid within 15 days of
the notification, the District Engineer shall prepare the amended
assessment, and shall show thereon, but as part of the total, the amount
of costs and fees chargeable to each divided parcel. The amount charged
for fees and costs as shown on the amended assessment as to each parcel

shall be entered upon the assessment roll and, as provided in Section
8734 of the Streets and Highways Code, shall be collected along with the
first installment of the amended assessment. All such fees shall be
deposited in the Treasury of the South Tahoe Public Utility District,
whether paid to the Clerk and ex officio Secretary or collected with
such amended assessment installments.
3. Funds received from said fees shall be used to defray the
expenses of the assessment apportionments, which expenses include, but
are not limited to:
a) Legal fees as follows: the sum of $75.00 for the
first two parcels into which the original lot or parcel is divided and
$25.00 each for the third and subsequent parcels.
b) Engineering fees as follows: the sum of $275.00for
the first two parcels into which the original lot or parcel is divided
and $25.00 each for the third and subsequent parcels.
c) Cost of publishing a Notice of Hearing and other
costs.
4. The Clerk shall forward certified copies hereof to the
District Engineer and to the Auditor of E1 Dorado County, California.
5. Resolution No. 1558, adopted on May 6, 1971, and any
amendments thereto, are hereby superceded.

A RESOLUTION CONFIRMING AMENDED ASSESSMENT
PROJECT NO. 1971-1
RESOLVED, by the Board of Directors of the South Tahoe Public
Utility District, E1 Dorado County, California, that
WHEREAS, said Board did on the 20th day of December , 1984 ,
adopt its Resolution ordering the District Engineer to make and file
with said Board an amended assessment of all parcels of property the
former assessments upon which, under Resolution of Intention No. 1676
of said Board, adopted April 6, , 1972 , are designated
upon the original assessment and diagram as confirmed by said Board
on July 23, , 1973~, and recorded in the office of the County
Surveyor as Diagram and Assessment Nos. 200-A , and 200-B
WHEREAS, said District Engineer did on the 21st day of December
1984 , pursuant to Resolution ordering same,file with Clerk of said Board
an amended assessment ~nd diagram;
WHEREAS, said Board fixed Thursday , the ]7~h day of
January ,___3~, as the time for hearing said amended assessment
and caused notice of said hearing to be published in the Tahoe Daily
Tribune, the first of which publications was fifteen days before said
hearing as appears from the affidavit of publication on file in the
office of the District Secretary; and
WHEREAS, at the time and place fixed for said hearing no protests
or objections were made or presented to the proposed amended assessment
and all matters and things pertaining to said amended assessment and all
matters and things pertaining to said amended assessment were duly heard
and considered by said Board;
NOW, THEREFORE, IT IS ORDERED, that said amended assessment and
diagram filed with the Clerk of said Board pursuant to Resolution ordering
~ame, be, and the same is hereby ratified, approved and confirmed.
IT IS FURTtlER ORDERED, that the Secretary of said District shall
deliver said amended assessment to the District Engineer, together with a
certified copy of this Resolution thereto attached, and said Engineer shall
thereupon record said amended assessment in his office and in the office of
the County Surveyor with a certificate at the end thereof by the Secretary
of said District that it is the amended assessment approved by the Board
of Directors on January 17 , 1985 .
The District Engineer shall note opposite the several assessments in
said original Diagram and Assessment that it has been displaced by said
amended assessment, giving its date and shall credit upon such amended
assessment all payments theretofore made upon the original assessment.
When said amended assessment has been recorded the District Engineer
shall cause the original assessment involved to be cancelled.
The Clerk of the Board shall cause to be recorded in the office of
the County Recorder a copy of the Amended Assessment Diagram and file
the amended assessment as confirmed or modified by the Board of Directors
with the County Auditor, who shall annually thereafter enter upon the
assessment roll the installments becoming due on each component part of
the original parcel opposite the description of the respective parcels
so assessed.

A RESOLUTION CONFIRMING AMENDED ASSESSMENT
PROJECT NO. 1970-1
RESOLVED, by the Board of Directors of the South Tahoe Public
Utility District, E1 Dorado County, California, that
WHEREAS, said Board did on the 25th day of December , 1984 .,
adopt its Resolution ordering the District Engineer to make and file
with said Board an amended assessment of all parcels of property the
former assessments upon which, under Resolution of Intention No. 1500
of said Board, adopted September 17 , 1970 , are designated
upon the original assessment and diagram as confirmed by said Board
on November 19 , 1970 , and recorded in the office of the County
Surveyor as Diagram and Assessment Nos. 9, 12Al, , and 12B
WHEREAS, said District Engineer did on the 21st day of December
1984 , pursuant to Resolution ordering same,file with Clerk of said Board
an amended assessment ~d diagram;
WttEREAS, said Board fixed Thursday , the 17th day of
January, 1985 , as the time for hearing said amended assessment
and caused notice of said hearing to be published in the Tahoe Daily
Tribune, the first of which publications was fifteen days before said
hearing as appears from the affidavit of publication on file in the
office of the District Secretary; and
WtlEREAS, at the time and place fixed for said hearing no protests
or objections were made or presented to the proposed amended assessment
and all matters and things pertaining to said amended assessment and all
~'matters and things pertaining to said amended assessment were duly heard
and considered by said Board;
NOW, THEREFORE, IT IS ORDERED, that said amended assessment and
diagram filed with the Clerk of said Board pursuant to Resolution ordering
.... same, be, and the same is hereby ratified, approved and confirmed.
IT IS FURTtlER ORDERED, that the Secretary of said District shall
deliver said amended assessment to the District Engineer, together with a
certified copy of this Resolution thereto attached., and said Engineer shall
thereupon record said amended assessment in his office and in the office of
the County Surveyor with a certificate at the end thereof by the Secretary
of said District that it is the amended assessment approved by the Board
of Directors on .Tmn~mry 17 , ]995
The District Engineer shall note opposite the several assessments in
said original Diagram and Assessment that it has been displaced by said
amended assessment, giving its date and shall credit upon such amended
assessment all payments theretofore made upon the original assessment.
When said amended assessment has been recorded the District Engineer
shall cause the original assessment involved to be cancelled.
The Clerk of the Board shall cause to be recorded in the office of
the County Recorder a copy of the Amended Assessment Diagram and file
the amended assessment as confirmed or modified by the Board of Directors
with the County Auditor, who shall annually thereafter enter upon the
assessment roll the installments becoming due on each component part of
the original parcel opposite the description of the respective parcels
so assessed.

A RESOLUTION CONFIRMING AMENDED ASSESSMENT
PROJECT NO. 1967-1
RESOLVED, by the Board of Directors of the South Tahoe Public
Utility District, E1 Dorado County, California, that
WHEREAS, said Board did on the 20th day of December , 1984
adopt its Resolution ordering the District Engineer to make and file
with said Board an amended assessment of all parcels of property the
former assessments upon which, under Resolution of Intention No. 796
of said Board, adopted March 30, , 1967 , are designated
upon the original assessment and diagram as confirmed by said Board
on A~ffust 10~ , 1967 , and recorded in the office of the County
Surveyor as Diagram and Assessment Nos. 545,546,555,556 , and 942
WHEREAS, said District Engineer did on the 21st day of December
1984 : pursuant to Resolution ordering same,file with Clerk of said Board
an amended assessment and diagram;
WHEREAS, said Board fixed Thursday , the 17th day of
