06-20-85MINUTES REGULAR MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT JUNE 20, 1985 The Board of Directors of the South Tahoe Public Utility District met in a regular session, June 20, 1985, 4:00 P.M., 1900 Lake Tahoe Blvd., City Services Center. BOARD OF DIRECTORS: President Madden, Directors Mason, Wynn, Jones, Olson STAFF: Cofer, Baer, Fischer, Mamath, Plasterer, Schroeder, Taylor, Powers, Cartwright, Trebotich, B. Eppler, G. Eppler, Attorney Weidman GUESTS: Keene Busche-Tahoe Human Services Manager Cofer requested the addition of an Item 9: Approval of paving at Harrison and San Francisco Street. Moved Olson/Second Jones/Passed Unanimously to approve as submitted: 1) Forest Mountain Tank - Authorized District personnel to remove old roof and install new roof for an amount of $3,000; award of Bid ~85-86-12 to low bidder, Sta-Flex, Inc. in the amount of $18,200 for relining tank. 2) Passed Resolution No. 2371 superseding Resolution No. 2350 and provides for annual cost of living increase of 3.659% (F.Y.1985- 86) for Classified Positions. Moved Olson/Second Wynn/Passed Unanimously to approve the 6/3/85 Special and the 6/6/85 Regular Board Meetings. None Director Jones reported the Operations Committee had met with staff re items on this agenda and the July ls~ agenda. ROLL CALL CORRECTIONS/ADDITIONS TO AGENDA CONSENT CALENDAR APPROVAL OF BOARD MINUTES SHOP STEWARD'S REPORT COMMITTEE REPORTS REGULAR BOARD MEETING MINUTES - JUNE 20, 1985 Page 2 6/7 & 14/85 - Settlement Conference/Alpine County - Assemblymen Waters staff in Lahontan Board Room 6/12/85 - TRPA Advisory Planning Commission (Plant Modification Project Permit) 6/17/85 - Workshop/Agenda Items 6/18-19 - Tahoe Human Services-Workshop on Stress for District staff/family Manager Cofer reported on 4 items: 1) Distributed copies of a letter re- ceived from Dave Jones/EPA to the Board which spelled out EPA's position re dis- charges to Indian Creek. The main point stated if the District changed the plans to allow discharge to Indian Creek there would be a sanction to require the District to repay EPA 3 Million Dollars and the Grant will be amended to include this stipulation. 2) Meeting with Union on 6/20 - to dis- cuss modification of the operator's shifts due to a change in the law re overtime. Gary Plasterer introduced a plan for 2 - 12/hr shifts followed by 2 8/hr shifts to stay within the 40/hr a week requirement. Union representatives will study the plan and report back. 3) Meeting with Harry Schueller, Deputy Executive Director and Bill Attwater, Chief Counsel/SWRCB on 6/24 - re deviation of time limit for award of contracts for the project and the District's responsibility for incremental costs. Manager Cofer ex- plained the impacts of the incremental costs to the District. The eligible costs would be reduced considerably if the District cannot have this requirement waived. The District is asking for an 18 month time extension for award of contracts. 4) Letter from Supervisor Lowe announc- ing a June 28th Workshop at the County Library to discuss Erosion Projects for the County Water Agency funding. Director Jones will attend the meeting with Manager Cofer. PAST MEETINGS MANAGER'S REPORT REGULAR BOARD MEETING MINUTES - JUNE 20, 1985 Page 3 Attorney Weidman distributed a revised version of the District's Sewer and Water Ordinances to the BOard for review. Also, the 1% per month administrative processing costs (interest) were discussed. Gene Eppler reported on a fire in Alpine County adjacent to Indian Creek Reservoir which had started on 6/19/85. Bob Eppler reported the City had been is- sued a Cease and Desist Order from Lahontan on June 7th for illegal discharges at the Airport. He outlined the District require- ments to correct the airport problems and answered Directors questions regarding connection charges. None BOARD ACTION ATTORNEY'S REPORT PROGRAM MANAGER'S REPORT COMMENTS FROM AUDIENCE (Short Non-Agenda Items) Moved Wynn/Second Olson/Passed Unanimously to authorize payment in the amount of $751,902.81. Moved Olson/Second Wynn/Passed Unanimously to delay item until the July 18, 1985 Board Meeting and discussion at the July 15, 1985 Workshop. Presented by Manager.Cofer. Moved Olson/Second Jones/Passed Unanimously to authorize Amendment No. 5 in an amount not to exceed $64,795 for evaluation of archaeological site CA-ALP-63 located on Schwake property/Alpine County. Presented by Assistant Manager Baer. Director Jones indicated the Operations Committee agreed with the rationale for changing the system. Moved Wynn/Second Jones/Passed Unanimously to authorize Amendment No. 10 in an amount not to exceed $11,446 for design revisions to change from belt presses to centrifuges. BE IT RESOLVED by the Board of Directors of the South Tahoe Public Utility District, County of E1 Dorado, State of California, as follows: 1. The Salary Range for Classified Positions shall be set for in EXHIBIT "A" attached hereto and made a part of this RESOLUTION by reference. 2. Authorized Number of Employees: By adoption of this RESOLUTION, the number of positions shown in EXHIBIT "A" shall be deemed the authorized number of employees in classified positions. In the event an authorized position cannot be filled, the number of lower paid authorized positions may be increased to compensate for unfilled position. The total number of authorized employees shall not be exceeded. 3. This RESOLUTION supersedes any and all other RESOLUTIONS previously adopted. 4. This RESOLUTION SHALL become effective June 27, 1985.
