06-05-86MINUTES REGULAR MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT JUNE 5, 1986 The Board of Directors of the South Tahoe Public Utility District met in a regular session, June 5, 1986, 4:00 P.M., 1900 Lake Tahoe Boulevard, City Council Chambers. BOARD OF DIRECTORS: Chairman Wynn, Directors Mason, Madden, Jones Director Olson/Absent ROLL CALL STAFF: Baer, Fischer, Mamath, Swain, Miller, Taylor, Cartwright, Plasterer, Trebotich, Tiran, B. Eppler, Attorney Weidman GUESTS: Richard Solbrig-Carollo Engineers, members of the community re Public Hearing (see sign-in sheet) Assistant Manager Baer requested Item XIV. (2) be removed from Board Action; and requested Item XIV. (4) have an item added for Board Action. CORRECTIONS/ADDITIONS TO AGENDA Moved Madden/Second Jones/Passed Unanimously (Olson/Absent) to approve as submitted: CONSENT CALENDAR 1) Authorize purchase of Parcel No. 32-1730-510 in the amount of $3,000 plus closing costs from Walter & Delores Schulte (Property next to H Street Water Storage Tank). 2) Approved Change Order No. 1 in the amount of $4,000 to Alta Pacific Constructors, Construction Contract No. 1, Plant Modification Project. 3) Scheduled a Hearing for June 19, 1986 at 4:10 P.M., City Council Chambers to set the Appropriation Limitation for Fiscal Year 1986-87, Sewer Enterprise Fund. Moved Mason/Second Jones/Madden Abstained/Passed (Olson/Absent) to approve the May 15, 1986 Regular Board Meeting Minutes as submitted. Attorney Weidman requested three items be added to the Agenda for the 6/12/86 Adjourned Meeting: 1) Discussion of Lahontan Hearing re So. Tahoe PUD discharges; 2) Tahoe Paradise Water Co. Matter; 3) Initiative Measure - Alpine County Historic Resources Protection Ordinance (Archaeological Sites). PAYMENT OF CLAIMS DISCONNECTION OF SEWER AND WATER SERVICES: PARCEL NO. 25-393-251 (3366 Becka) WATER LINE REPLACEMENT PROJECT 86-2 ENGINEERING SERVICES REGULAR BOARD MEETING MINUTES - JUNE 5, 1986 Page 3 Presented by Attorney Weidman who explained the time constraints on this project. Moved Madden/Second Jones/Passed Unan- imously (Olson/Absent) to authorize execution of the Memorandum of Under- standing (MOU) by Assistant Manager Baer. Presented by Bob Baer who stated Section 6A & B had been deleted (upon conferring with legal counsel) from the Contract. This Section references Performance Bond and Labor & Material Payment Bond. Moved Jones/Second Madden/Passed Unan- imously (Olson/Absent) to award contract with the deletion of Section 6A & B. DireCtor Jones reported on the meetings held by the Plant Operations committee re this selection and the proposals submitted by various engineering firms. The five firms considered and inter- viewed were: (1) John Carollo Engineers, (2) James Montgomery Engineers, (3) Kennedy/Jenks/Chilton, (4) Culp/Wesner/Culp, (5) Brown and Caldwell. Moved Jones/Second Mason/Passed Unan- imously (Olson Absent) to approve James Montgomery Engineers as the con- sultant for this project and to author- ize staff to negotiate the contract. Director Jones also noted there were Underground Repair staff members on the committee whose input was very helpful. Presented by Bob Baer. Moved Mason/Second Jones/Passed Unan- imously (Olson/Absent) to approve Culp/Wesner/Culp Task Order No. 21 in the amount of $12,100. WATER LINE RELOCATION CONTRACT NO. 86-1: MOU BETWEEN C.P. NATIONAL AND SO. TAHOE PUD; AWARD CONSTRUCTION CONTRACT TO BROTHERTON PIPELINE CO., INC. IN AN AMOUNT NOT TO EXCEED $28,000. SEWERAGE COLLECTION SYSTEM MASTER PLAN-CONSULTANT SELECTION LUTHER PASS PUMP STATION: PUMP FOUNDATION PROBLEM INVESTIGATION REGULAR BOARD MEETING MINUTES - JUNE 5, 1986 Page 4 Director Mason requested staff to dig new trench drains around the Tank and Pump House immediately to help relieve the ground water problem. Chairman Wynn allowed members of the public to comment and ask questions during the presentation of the budgets by Finance Officer Fischer. The Public Hearing was continued to June 19, 1986, 7:00 P.M. The meeting place is yet to be determined depending on availability of facilities.
