MINUTES ADJOURNED PUBLIC HEARING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT JUNE 19, 1986 The Board of Directors of the South Tahoe Public Utility District met for an adjourned public hearing, June 19, 1986, E1 Dorado County Library, 1000 Rufus Allen Boulevard, 7:00 P.M. BOARD OF DIRECTORS: Chariman Wynn, Directors Olson, Mason, Madden, Jones STAFF: Cofer, Baer, Fischer, Mamath, Plasterer, Taylor, Hrbacek, Attorney Weidman Guests: M/M D. Thomas, M/M Noel Walker, Mary Lou Baisley, Frances Andersen, Ralph Andersen, Elaine Smith, Karl Mageson, Bill Smith, M. Flynn, Thomas Fay, Jane Fay, Larry Kleck, C. Ross, Walt Betts, Kenneth Kisor, Roger Thomas, Jeff De Long-Tribune (sign-in sheet attached) The Public Hearing was reopened at 7:00 P.M. by Chairman Wynn. Manager Cofer introduced himself and addressed two items on which questions had been raised: 1) Manager Cofer compared the present organizational charts with the 1977 organizational chart which included 10 CETA people and noted the District had the same number of people as in 1977. He also reviewed the four (4) additional management positions since 1977 and the circumstances surrounding the need for these positions; 2) The Lahontan Cease & Desist Order was reviewed. Manager Cofer expressed his concern for the potential costs involved in complying with the Order. Finance Officer Fischer summarized and reviewed the 1986/87 Sewer/Water Budgets. He also compared present revenue sources with past revenue sources and noted service charges had to be increased to make-up the difference since the passage of Proposition 13. Chairman Wynn opened the Hearing to public comment at 7:43 P.M. Members of the public spoke to the Board regarding their concerns about the Sewer and Water Budgets and the proposed expenditures. They spoke in the following order: 1) Mary Lou Baisley-So. Chairman Wynn closed the Hearing to public comment at 9:27 P.M. Director Mason requested an explana- tion of the alternatives to the Sewer Rate Increase. Finance Officer Fischer responded. Moved Olson/Second Jones/Passed Unan- imousl¥ to adopt the 1986-87 Sewer Enterprise Budget by Resolution No. 2406 showing no rate increase. Moved Jones/Second Mason/Passed Unan- imously to adopt the I986-87 Water Enterprise Budget by Resolution No. 2407. Moved Olson/Second Mason/Passed Unan- imously to establish the annual Water Service Charges by Resolution No. 2408 showing a 5% rate increase.
