Manager Cofer reported on four
items:
1) Presented a memo to the Board
regarding meeting with Mr. Milbrodt
and Mr. Drawbaugh on the City's
Erosion Projects. Mr. Cofer rela-
ted Keith Klein had taken excellent

notes while attending our Board
meetings and had passed the in-
formation to City Staff. Mr.
Cofer will keep everyone inform-
ed as to the progress of these
meetings.
2) CASA - One of the big items
was the Clean Water Act. The
House passed the Clean Water Act
by a 408 to 0 vote. The Senate
passed it by a 96 to 0 vote.
The President vetoed the Act by
not signing the Bill within 10
days. Speculation is that it
will be quickly passed again
early in the new session.
Manager Cofer reported on the
budget items which were inclu-
ded in the Act and those which
were not.
3) Has been assisting Walt
Howard in negotiating with Alta-
Pacific Constructors on the mark-
up and overhead for Change Orders.
Manager Cofer feels we arq close
to agreement and hopeful we will
have a Change Order on Asbestos
and be able to give some of the
force account changes at the
next meeting in December.
4) Attended a meeting with
Directors Wynn and Mason and
City Staff regarding transfer of
sewer units. A MOU was drafted
regarding enforcement of regula-
tions of single family dwelling
units. A copy was given to all
Board members. It is still
being modified slightly. The
City plans to take action on it
at their December Meeting.
Manager Cofer requested to put
this item on the District's
December Agenda, and asked for
any comments and input from the
Board. A MOU regarding land-
scaping projects within the
City will be worked on and will
be reported on at a later date.
Chairman Wynn thanked Keith
Klein for attending the
District's Board meetings as
representative for the City
Council.
Attorney Weidman reported on
two items:
1) Reviewed the TRPA Information
Draft of October 31, 1986 and was
concerned about a section concern-
ing water rights and relayed infor-
mation regarding same. Attorney
Weidman made a brief presentation
to TRPA on this and represented
all of the District~ on this point.
2) Reported that Heise filed a
motion and requested an Executive
Session on the Eminent Domain Act,
Superior Court #909.
Jeri Frier appeared before the
Board and ivited the Board to
attend the Annual District Xmas
Party to be held 12/18/86 at
6:00 P.M. at St. Theresa's Church.
Financial support was also re-
quested.
