07-24-87 Special MINUTES SPECIAL MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT JULY 24, 1987 The Board of Directors of the South Tahoe Public Utility District met in a special session July 24, 1987, 8:00 A.M. 1052 Tata Lane, City of South Lake Tahoe Administrative Center. BOARD OF DIRECTORS: OPEN MEETING AND ROLL CALL Chairman Wynn, Olson, Jones, Mason, Madden STAFF: Cofer, Baer, Fischer, Mamath, Tiran, Attorney Weidman GUESTS: Jim Dipeso-Tribune, Mike Taylor-KTHO ITEMS FOR BOARD ACTION Presented by Attorney Weidman who stated the low bidder, C. W. Neal Corp., had requested withdrawal of their bid (verbally). He said the written request was forthcoming and it was proper to accept the second lowest bidder under these circum- stances. Moved Olson/Second Jones/Passed Unan- imously to accept the withdrawal of the low bidder, C.W. Neal Corp., with the condition a written release from same was received; accept the second low bid from Staflex Corporation in the amount of $58,500. Presented by Rich Tiran. Moved Jones/Second Madden/Passed Unan- imously to accept the offer from Armored Transport in the amount of $650.00. RECONVENE TO REGULAR SESSION Presented by Attorney Weidman who read aloud the negotiated changes to the July 1, 1984-June 30, 1987 MOU and the new agreed upon provisions, all of which were incorporated in the new two-year MOU beginning July 1, 1987 and ending June 30, 1989. ACTION ON ITEM FROM EXECUTIVE SESSION: MOU WITH INTERNATIONAL UNION OF OPERATING ENGINEERS, STAT- IONARY LOCAL 39, AFL-CIO AND DISTRICT PENSION OR IN LIEU OF CONTRIBUTION FOR ALL EMPLOY- EES Moved Olson/Second Jones/Passed Unan- imously to adopt Resolution No. 2438 Authorizing Execution of the MOU between International Union of Operating Engineers Sationary Local 39, AFL-CIO and South Tahoe Public Utility District. Moved Madden/Second Olson/Passed Unan- imousl¥ to adopt Resolution NO. 2439 Amending Resolution No. 2415 and Confirm- ing Compensation Provisions for Management and Confidential Employees of the South Tahoe Public Utility District. Moved Jones/Second Mason/Passed Unan- imousl¥ to enact Ordinance No. 400 Amending Ordinance No. 396 and Confirming Compensation Provisions for Officers of the South Tahoe Public Utility District. Manager Cofer told those present there had been vandalism to the plant during the early morning hours of July 24th. Manager Cofer further stated he had con- tacted the union representative, Dennis Bonnifield. Mr. Bonnifield stated the action was not sanctioned by the union and expressed his distress over the matter. The union authorized its mem- bers to cross the picket line to assist the District in emergency repairs to the damaged equipment. STATEMENT BY MANAGER COFER Chairman Wynn made an official state- ment on behalf of the Board of Directors: The Board would offer a $2,000 reward for information leading to the disclosure of the name(s) of the person(s) responsible for the vandalism.
