06-26-89 AdjournedMINUTES ADJOURNED REGULAR MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT JUNE 26, 1989 The Board of Directors of the South Tahoe Public Utility District met in an adjourned regular session, June 26, 1989, 2:00 PM, City Council Chambers, 1900 Lake Tahoe Boulevard. BOARD OF DIRECTORS: Chairman Mason, Directors Olson, Jones, Walker, Sinclair STAFF: Cofer, Baer, Fischer, Mamath, Gilbert, Miller, Schroeder, B. Eppler, Tiran, Bonnet, Hydrick, Attorneys Weidman and Rollston GUESTS: Jim Dipeso/Tahoe Daily Tribune, Cliff Zipp ROLL CALL ITEMS FOR BOARD ACTION Presented by Bob Baer who reviewed this alternative to lowering the sewer line in the Tahoe Keys Lagoon. Moved Olson/Second Sinclair/Jones & Walker Abstained/Passed to authorize execution, filing, and posting of a Notice of Exemption for the project. Attorney Rollston reviewed the proposed changes in the MOU necessitated by the alternative plan. Director Sinclair again stated his de- sire to have it understood by the language in the MOU that the problem had not been caused by the District, but by the Tahoe Keys contractor who originally installed the sewer line at an incorrect depth. Attorney Rollston responded the MOU stated the problem had been caused by non parties to the MOU, i.e., STPUD and TKPOA. REPLACEMENT OF VENICE DRIVE PUMP STATION FORCE MAIN: (A) NOTICE OF EXEMPTION (B) AMENDMENT OF MOU BETWEEN STPUD AND TAHOE KEYS PROPERTY OWNERS ASSOCIATION (TKPOA) ADJOURNED REGULAR BOARD MEETING MINUTES - JUNE 26, 1989 Page 2 Moved Olson/Second Sinclair/Jones & Walker Abstained/Passed to approve the Amendment to the MOU. Moved Sinclair/Second Olson/Jones & Walker Abstained/Passed to approve the alternative project. Moved Olson/Second Sinclair/Jones & Walker Abstained/Passed to declare a great emergency. During the discussion regarding the award of the bid it was noted that the time had expired on the Haen bid (Haen stipulated how long his bid was valid). The bid was also contingent on STPUD acquiring the necessary permits and exe- cution of the MOU between TKPOA and STPUD. Moved Olson/Second Sinclair/Jones & Walker Abstained/Passed to award the alternative project to the low bidder, Wunschel & Small in the amount of $66,350.00 contingent on securing the necessary permits and execution of the Amended MOU between STPUD and TKPOA. Attorney Weidman explained there were issues that had to be resolved with the EIR/EIS before he would request Board action on this item. No Board Action - Deferred to a later date. Presented by Manager Cofer who explained the problem to the Board. Moved Olson/Second Jones/Passed Unan- imously to declare a great emergency. Presented by John Bonnet who reviewed the cost comparisons he had completed. He stated Ford Construction had agreed to haul the sludge from Pond 3 while they were removing the ERB sludge at a cost of $26.85/yard for a total cost of approximately $19,000. The additional costs would be handled by a Change Order to the ERB project.
