04-06-89 MINUTES REGULAR BOARD MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT APRIL 6, 1989 The Board of Directors of the South Tahoe Public Utility District met in a regular session April 6, 1989, 4:00 PM, City Council Chambers, 1900 Lake Tahoe Boulevard. BOARD OF DIRECTORS: Chairman Mason, Directors Jones, Sinclair, Walker, and Olson STAFF: Cofer, Baer, Fischer, Mamath, Taylor, B. Eppler, Gilbert, Bonnet, Sinkevich, Attorney Weidman GUESTS: John Fraser-Carollo Engineers, Keith Klein-City Council, Cliff Zipp, Jim Dipeso-Tahoe Tribune, Steve Teshara- Tahoe/Sierra Preservation Council None At the Workshop Session, Manager Cofer requested Item XI (3) - Erosion Control work at Harvey Place Dam, be deleted from the Agenda and an Item XI (5) - Tahoe Keys Property Owner's Assoc. be added to the Agenda. None Moved/Olson, Second/Sinclair/Passed Unanimously to approve the March 16, 1989 Regular Board Meeting and the March 23, 1989 Adjourned Regular Board Meeting minutes. Director Sinclair stated he was disap- pointed in the lack of public interest for the Public Hearing held for the 1989/90 Sewer & Water Budgets on April 3rd. Manager: Manager Cofer asked Dianne Gilbert to present the 1988 Annual Report to the Board of Directors. Attorney: Attorney Weidman stated he had been working on the items to be discussed in Executive Session and the Plant Expansion EIR/EIS. Staff Report: ,Finance Officer, Barrie Fischer, reviewed the Sewer and Water budgets and responded to questions from the audience. Public Comment: Steve Teshara commented on the draft EIR/EIS for the Plant Ex- pansion project and the planned increase in connection charges. Director Sinclair asked Mr. Teshara about a 5% surcharge to rate payers to sup- plement the District's dollar reserves. Mr. Teshara suggested a public education program to "sell" this idea. Close Hearing: The Public Hearing was closed by Chairman Mason at 5:08 PM. Manager Cofer reported he had heard from the Property Owner's Association. Director Sinclair stated, again, he wanted to see the channel closed. Manager Cofer remarked he had found the Easements for the Venice Drive & Keys Pump Stations. He advised the Board that due to threatened litigation, the Board was permitted to discuss this item further in Executive Session. Moved Walker/Second Olson/Sinclair voted No/Jones Abstained to go into ExeCutive Session to discuss this matter. 5:25 PM (Director Jones disqualified himself from the Tahoe Keys Item along with Attorney Weidman) 6:15 PM Moved Jones/Second Sinclair/Olson Absent/Passed to authorize the presentation of the documents sub- mitted to the Board in Draft form by Manager Cofer and Chairman Mason to petition to the Lahontan Board for the full elimination of the proposed fines.
