04-06-89 Public HearingMINUTES PUBLIC HEARING SOUTH TAHOE PUBLIC UTILITY DISTRICT APRIL 6, 1989 The Board of Directors of the South Tahoe Public Utility District met for a Public Hearing, April 6, 1989, 3:30 PM, City Council Chambers, 1900 Lake Tahoe Boulevard. BOARD OF DIRECTORS: Chairman Mason, Directors, Walker, Jones, Sinclair, Olson ROLL CALL STAFF: Cofer, Fischer, Mamath, Taylor, Schroeder, Gilbert, B. Eppler, Attorney Weidman PUBLIC: Cliff Zipp, Jim Dipeso-Tahoe Tribune, John Fraser-Carollo Engineers, Keith Klein-City Council, Harry Tow-Quad Consultants, Allan Patton-SWRCB 3:30 PM Hearing opened by Chairman Mason. Staff Report: John Weidman asked John Fraser of Carollo Engineers to give his report. He reviewed the newly completed plant modifications and the work still needed for the 0.2 MGD Plant Expansion; he responded to questions from Director Sinclair. PUBLIC HEARING: SOUTH TAHOE PUBLIC UTILITY DISTRICT, 0.2 MGD WASTEWATER TREATMENT FACILITY EXPANSION, DRAFT EIR, EIS, MARCH, 1989 Harry Tow of Quad Consultants spoke to the Board about the EIR/EIS document and reviewed the various chapters included therein. He also discussed the responses from the various Agencies who received copies of the Draft EIR/EIS~and noted the end of the Public Comment period was 5/8/89. He stated there were no signif- icant impacts of the project which could not be mitigated and reviewed the various conclusions the District could accept. Director Sinclair asked about the magnitude of the Mitigation costs. Mr. Tow and Attorney Weidman responded. Attorney Weidman stated Chapter 2 of the Draft EIR/EIS listed the mitigation items and the mitigation costs would be addressed in the Final EIR/EIS. PUBLIC HEARING MINUTES - APRIL 6, 1989 Page 2 Public Comment: Clfff Zipp commented on the "down time" during the recent plant modification project and asked if the plant expansion work would cause similar "down time" John Fraser responded by saying Carollo Engineers did not an- ticipate any significant lapse in plant operations during the plant expansion construction time. Hearing Continued: Attorney Weidman stated he had received information from parties who could not attend the Public Hearing this date that they may wish to give oral comments and/or written comments to the Board.
