ADJOURNED REGULAR MEETING OF THE BOARD OF DIRECTORS
SOUTH TAHOE PUBLIC UTILITY DISTRICT
MAY 7, 1990
The Board of Directors of the South Tahoe Public Utility District met
in an adjourned session, May 7, 1990, 7:00 PM, City Council Chambers,
1900 Lake Tahoe Boulevard.
BOARD OF DIRECTORS:

sign the attendance sheet.
7:00 PM
The Public Hearing was opened by
Chairman Mason.
Diane Gilbert, reviewed the three
proposed Water Conservation Ordi-
nances:
1) Ordinance 422 - Establishing
Water Conservation Standards;
2) Ordinance 423 - Establishing
Water Shortage & Drought Response
Standards; and
3) Ordinance 424 - Amending Ordi-
nance 360, to Provide for Instal-
lation of Water Meters to all New
Construction.
Public comments were received from
Richard Wolfe, Brian Sirkowski,
Sigmund Sirkowski, & Ken Greenwood.
A lengthy discussion/question/answer
session followed regarding commercial
accounts, metered accounts, ultra low-
flow toilets (types/cost/installation),

enforcement of the proposed
Ordinances retrofit charges,
meter boxes, health standards,
and the real-estate business
involvement if the proposed
Ordinances are adopted.
PUBLIC COMMENTS (Continued)
Director Pierini stated the
Ordinances are not set in
concrete and are before the
Board for discussion and debate.
He said all the public's concerns
will be taken into consideration.
Director Pierini thanked everyone
for their comments and felt their
input provided insight in terms of
implementation.
BOARD COMMENT
Director Walker said the District
was premature in adopting the first
proposed Ordinance (Ordinance 422)
He felt that in a year-and-a-half
(when the Ordinance will have to
be implemented by State law), we
would have time to study all of the
issues.
Chairman Mason also said there
probably would be better equipment
and more models of low-flow toilets
to choose from in the future.
Director Pierini stated he will
have an ultra low-flow toilet
installed in his home this week.
Attorney Rollston answered questions
from Board members regarding the
proposed Ordinances and clarified
Director Onysko's questions regard-
ing Ordinance procedures.
Moved Walker/Second Sinclair/Passed
Unanimously to Enact Ordinance 423-
Establishing Water Shortage and
Drought Response Standards.
No Action on Ordinances 422 & 424.
The Board decided these proposed
Ordinances needed further study
and discussion.

Director Pierini regarding easements
on the Schwake property.

Resolution No. 2523.

Barrie Fischer answered questions
from Board members.
1990-91 SEWER AND WATER
ENTERPRISE FUND BUDGET
A lengthy discussion followed
regarding sewer units, surcharges
and percentage increases.
Moved Sinclair/Second Walker/Onysko
voted No/Passed to adopt a surcharge
of $5.04 per sewer with a sunset
clause (7/1/90 - 6/30/91), payable
each billing cycle to be placed in
the Fixed Asset Replacement Fund.
SEWER BUDGET
Moved Sinclair/Second Walker/Passed
Unanimously to approve a 3.5% rate
increase to balance the water
budget.
WATER BUDGET
Moved Sinclair/Second Walker/Passed
Unanimously to place a surcharge for
water, the equivalent of $9.00 per
year for a single family dwelling,
(the equivalent percent being
applied to commercial accounts),
to be placed in the Fixed Asset
Replacement Account with a sunset
clause (7/1/90-6/30/91).
