CONSOLIDATED CASE ADJOURNMENT TO EXECUTIVE SESSION FOR INTERVIEW OF CANDIDATES/ MANAGER POSITION RETURN TO OPEN SESSION ROLL CALL ITEMS FOR BOARD ACTION NEW WELL SITE Director Sinclair reported to the Board on the negotiation meeting with property owner representative, Ledbetter, and Board members Pierini and Sinclair and Gary Schnakenberg. ST054679 ADJOURNED BOARD MEETING MINUTES - JULY 13, 1990 PAGE 2 Chairman Mason asked if the Board Committee (Sinclair/Pierini) had a recommendation regarding the District entering into an agreement with Alva Barton for a new well site. Director Sinclair stated the terms put forth by Mr. Ledbetter: 1) $1,000 to be paid to Alva Barton to move test well equipment on site; 2) $1,000 to be paid to Alva Barton if a production well was established; 3) District provide free water to 4 sites in the Alva Barton family (includes Ledbetter property) with the understanding, if the property changed owners and left the family the free water privileges would end for that particular site. Director Sinclair recommended to the Board that they accept the Ledbetter conditions and enter into an Agreement with Alva Barton. Director Pierini felt free water service to the 4 sites was excessive because one house site adjoined a meadow which could need future free water and one site was a non-public mini park. Pierini stated if a 5% CPI increase was applied to the value of the free water it would amount to $248,000 over a 50 year period. Director Sinclair countered the District would also benefit ~from CPI increases, which would increase the value of the well water to the District. Jim Hoggatt brought the Board up- to-date on the wells drilled at the 2 school sites, the Sunset well site and the Bijou Golf Course site. The availability of Beylik's drill equip- ment was also discussed. Director Sinclair said he felt the District needed to drill another test well, but we needed a local geologist who was familiar with the Tahoe area.
