Director Pierini reported on the
meeting with representatives of
Alpine Co. regarding the District's
purchase of 115,000 lbs. of trout
per year. Also present at the
meeting were: Bob Baer, Chairman
of Fish & Game Department, Chairman
of Alpine County Chamber of Commerce,
Linda Brown & Gene Eppler.
BOARD MEMBER COMMITTEE REPORTS
Director Pierini hopes future fish
purchases will be bid to reduce the
cost to the District.

Bob Baer introduced Dorothy McGhee,
part-time Engineer at the District,
working with Jim Hoggatt on various
projects.
STAFF REPORTS
Bob Baer also reported on the progress
of the Agreement. (Alpine County Land
Acquisition).
Diane Gilbert reported on the County
Board of Supervisors/Rotenone Use for
Fish Kills Meeting with input from
Mary Lou Mosbacher, and answered
questions from Chairman Mason and
Director Sinclair.

La Verne Eddy thanked the Board
for their time and effort spent
on the Smoking Policy.
Chairman Mason also thanked every-
one involved.

Gary Schnakenberg reviewed the
size and price of the proposed
well sites.
Jim Hoggatt reported to the Board
on the present status of the pro-
duction well at Bijou School and
development testing at the Middle
School. He also reported on the
Test Wells @ A1 Tahoe site, the
Bijou Golf Course site, and Sunset
Drive Well site.
It was decided to refer this item
to Board Committee (Pierini/Sinclair)
to work with staff on the selection
of a well site and meet with property
owners to discuss same.

SMOKING POLICY
INTRODUCTIO~
In an effort to provide a safe and healthy working environment for
all employees, the District has developed the following smoking
policy which will be applicable to all work sites of the South
Tahoe Public Utility District. Work sites are the Administration
Building, Operations and Lab Building, Lower Shop Maintenance
Building, Furnace Building, Filter Equipment Building, Fountain
Shop Building, and Meyers Shop Building.
GENERAL SMOKING POLICY
Smoking will not be permitted in any work areas, including private
offices, open work areas, conference rooms, hallways, coffee/snack
areas, restrooms, or any other area that is not specifically
selected a ,,designated smoking area." Effective immediately,
smoking will only be allowed in the following areas:
a) A designated common area selected by the General Manager
as approved by a majority of the employees in a
particular work site.
b) At work sites where no specific smoking area is
designated, smoking shall only be permitted at that
location outside of the buildings.
SMOKING IN VEHICLES
If a District vehicle is permanently assigned to a particular
employee, that employee may smoke in his/her assigned vehicle when
driving alone. If a passenger is in the vehicle, smoking is
prohibited unless express permission is given by the passenger.
REVIEW OF DESIGNATED AREAS
Upon request, the General Manager/designee shall review the
designated common smoking area to determine whether that area is
satisfactory. If the area is not approved, the General
Manager/designee can determine a location where the smoking area
would be more suitable. Any such designation shall be consistent
with the adopted smoking policy which does not allow primary or
secondary smoke to effect the general environment.
Changes may be made by the General Manager/designee from time to
time; however, any such changes in the designated areas shall be
consistent with the adopted policy of protecting the workplace from
a known health hazard.

In accordance with the new Smoking Control Policy the following
work sites are identified as non-smoking areas or designated
smoking areas:
1) Administration Building - no smoking inside the building.
2) Operations/Lab Building - no smoking inside the building.
3) Furnace Building - smoking allowed.
4) Filter Equipment Building - smoking allowed.
5) Underground Repair Lunch Room~ and office Areas - no
smoking allowed.
6) Heavy Maintenance Lunch Room and office Areas - no
smoking allowed.
7) Lower Shops - smoking allowed in open area.
8) Fountain Shop Lunch Room - no smoking allowed.
9) Fountain Shop - smoking allowed in open area.
10) Underground Repair Lunch Room/Meyers - no smoking allowed
inside the building.
11) Garage Area/Meyers - smoking allowed.
12) All Pump Stations - no smoking allowed.
13) All Restrooms - no smoking.
The attached new policy will become effective on July 6, 1990.
Please remember that the Smoking Policy is intended to provide an
environment which promotes good health for all employees while
balancing the needs of smokers and non-smokers.

Discussion: The attached policy was drafted after a "meet and
confer" session which included the shop stewards (1 smoker)
two management representatives (1 smoker, 1 non-smoker), the
Acting General Manager, and Director Pierini.
The group listed above recommends the Smoking Policy be adopted.
The District will encourage employees tO attend "Stop Smoking
Programs".

Smoke Stoppers Clinic @ Barton Hospital is $150/person, but is
not available until 1991. It is a 5 week course (3 days/week -
1~ hrs. per session.
