1) Discussed the newly adopted
Conservation Ordinance;
2) Reviewed the operational plan
for the wells in question and how
the operation would affect the other
District wells; Discussed the opera-
tion of the Cold Creek Filter Plant;
3) Reviewed the compliance schedule.
Bert Ellsworth from California Dept.
of Health Services, reviewed the
criteria for requirement exemptions
and responded to questions from Board
members. He introduced Joe Brown who
was available to respond to questions
from the Board regarding the risk
assessment study.

STAFF SUMMARY AND FINANCING
Bill Simonds/Carollo Engineers gave
a summary of the problems they found
and the planned cost-effective modi-
fications toimprove & simplify the
present operation.
Barrie Fischer discussed the
Engineers Report and the cost
estimates which resulted in the
$1.3 million assessment and the
total number or parcels within
the District.
Ranny Eckstrom/Lahontan reviewed
the reasons for the Cease & Desist
Order and the Lahontan Board's
options if the project was not
completed by October 15, 1990.
She also stated what the Lahontan
Staff would recommend to their
Board.
David Oster of Jones Hall, Hill
& White reviewed the payment
options to the property owners
and discussed the issuance of
bonds for the project.
Rano Nobrega discussed the
structure of assessment bonds
and the related perecentage rate
for the lien re-payment.

NOTICE IS HEREBY GIVEN that:
1. On April 19, 1990, the Board of Directors of the South Tahoe Public Utility
District, County of E1 Dorado, California, adopted Resolution of Intention No. 2517
to order the making of acquisitions and improvements described therein consisting of
the construction and acquisition of modifications to the existing sanitary sewer
collection and discharge system, including the construction of all auxiliary work
necessary and/or convenient to the accomplishment thereof in accordance with plans
and specifications to be approved by the District and the costs thereof, as required
by the District.
2. Pursuant to said resolution, an Engineer's Report has been filed with the Clerk
of the Board to which resolution and report reference is made for further particulars.
3. The total estimated cost of said acquisitions and improvements is $1,317,698.
Your estimated, proposed assessment is set forth above.
4. Thursday, June 7, 1990, at the hour of 4:45 p.m., at the City Council Chambers
of the City of South Lake Tahoe, 1900 Lake Tahoe Boulevard, South Lake Tahoe,
California, said Board will consider and finally determine whether the public
interest, convenience and necessity require said acquisitions and improvements, and
determine whether the owners of a majority of the area of the property in the proposed
assessment district have duly'filed written protests against said acquisitions and
improvements or any portion thereof and will hear all protests in relation to said
proposed acquisitions and improvements, or the grades at which the work shall be done,
or the extent of the assessment district, or as to maps and descriptions, or the
estimate of the expenses thereof, or the proposed diagram and assessment.
5. Any person interestedmay file a written protest with the Clerk of the Board at
or before the time set for the hearing referred to above. Protests received after
that time but before the end of the hearing will be considered, but not counted in
the percentage computation. To be counted, the protest must be filed on time and must
identify the property involved, specify the ground(s) for protest, and be signed by
the record owner of the property.
6. Barrie Fischer, Finance Officer of the District, is hereby designated as the
person to answer inquiries regarding the protest proceedings to be had herein, and
