EMERGENCY MEETING OF THE BOARD OF DIRECTORS
SOUTH TAHOE PUBLIC UTILITY DISTRICT
MARCH 14, 1991
The Board of Directors of the South Tahoe Public Utility District met
in an Emergency Meeting, March 14, 1991, 9:00 AM, District Office,
1275 Meadow Crest Drive.

Jim Hoggatt explained the need for
the emergency meeting and the staff's
recommendation to resolve the problem
with the least inconvenience to the
affected businesses along Hwy. 50.
(The situation was deemed a great
emergency because of the blockage
to the only sewer line carrying
effluent from the Tahoe Keys and
surrounding areas. It had created
a dangerous cavity and was eroding
soil; there was no structural
integrity to the sewer line in the
affected area.)
District staff contacted Gelco
regarding the repair and recommended
their product, Insituform, by in-
version (slip lining) of the existing
sewer line.
Discussion between Board members and
staff followed regarding areas of
responsibility during repairs, the
sole source contractor, bonding of
contractor, alternative resin method,
and the type of equipment the District
would have to purchase under certain
circumstances to accomplish repairs.

Alternatives for the repair were also
discussed.
Chairman Sinclair asked Jim Hoggatt
to repeat the staff's recommendation.
Staff recommended the Board authorize
an additional $55,000 to cover costs
of 12" Polyethylene bypass piping for
material and labor. Hoggatt reviewed
the individual estimated costs for
clarification to Board members.
16" pipe vs. 12" pipe was discussed.
Ken Schroeder recommended purchase
and installation of the 12" pipe
because the 12" pipe was available
sooner than the 16" pipe, District
staff could install the 12" pipe
with the present equipment and it
could be stored for use at a later
time.
Moved Mason/Second Mosbacher/Onyskq
Absent/Passed to expend an additional
$55,000 over the $75,000 authorized
on March 1, 1991 to cover the costs
of 12" Polyethylene bypass piping
material and labor due to the great
emergency of the situation.
