05-04-92 Public Hearing MINUTES PUBLIC HEARING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT MAY 4, 1992 The Board of Directors of the South Tahoe Public Utility District held a Public Hearing May 4, 1992, 7:45 PM, City Council Chambers, 1900 Lake Tahoe Boulevard. BOARD OF DIRECTORS: Chairman Pierini, Directors Mason, Mosbacher, Onysko, Wallace ROLL CALL STAFF: Baer, Solbrig, Garton, Miller, Gilbert, Swain, Sieben, Hussmann, Attorney Sare GUESTS: Holli Richardson, Pamela & Ralph Wenziger, Mary Lou Baisley, Brian Taylor/Tahoe Daily Tribune, Mike McFarlane, Mary & Del Knight, Dick Luippold 7:45 PM PUBLIC HEARING Chairman Pierini opened the Public Hearing at 7:45 PM. Finance officer, Rhonda Garton, gave a presentation of the 1992-93 Fiscal Year Budgets for the Water Enterprise Fund and Sewer Enterprise Fund. She announced there were no plans for rate hikes as service charges were adequate to cover operating expenses. 1992-93 FISCAL YEAR BUDGETS: WATER ENTERPRISE FUND AND SEWER ENTERPRISE FUND STAFF REPORT Using graphs and visual charts, Garton explained and reviewed the following: Capital outlay, revenues, connection fees, property taxes, available funds, contingency funds, salaries, benefits, maintenance and operation, reduction of debt, interest expense, total cash expenditures and balance. Garton answered numerous questions from the audience during her presentation. ST055097 PUBLIC HEARING MEETING MINUTES - MAY 4, 1992 Richard Solbrig explained/reviewed the Sewer and Water Capital Outlay Projects. He answered numerous questions from the audience during his presentation. Discussion/Answer/Question session followed regarding Embassy suites con- nection fees (water & sewer), and billing, AB 3214, sewer units, salaries & benefits, maintenance operations, water consumption, service fees, metered & flat rates, Harrah's contract, State standards, surface water supply and treatment, wells, hazardous waste prob- lems, depreciation, utility costs, legal costs, chemical costs, inspection/ repair/relining sewer lines, reduction of flows, and peak flows. STAFF REPORT (continued) Mary Lou Baisley's questions were answered regarding chemists' salaries and converting cubic feet of water into gallons. PUBLIC COMMENTS Holli Richardson's questions were answered regarding employees working for two departments (water and sewer), number of employees, salaries/benefits, comparable worth, salary surveys, the Budget, and Federal grant regu- lations. Dick Luippold voiced his concerns regarding laundromats. He said laundromats were grossly overbilled and requested the Board look into other ways of reassessing water consumption in laundromats. He informed the Board he had researched this matter and will send his findings to the Board for review. Discussion followed. Chairman Pierini, Directors Mosbacher, Wallace & Onysko said STPUD employees were highly qualified, talented, and competent employees and their salaries/ benefits were comparable to other Districts/Agencies.
