PUBLIC HEARING OF THE BOARD OF DIRECTORS
SOUTH TAHOE PUBLIC UTILITY DISTRICT
FEBRUARY 6, 1992
The Board of Directors of the South Tahoe Public Utility District
held a Public Hearing February 6, 1992, 5:00 PM, city Council
Chambers, 1900 Lake Tahoe Boulevard.

INSTALLATION OF LOW WATER USE
PLUMBING FIXTURES AT FALLEN LEAF
LAKE
Chairman Pierini opened the Public
Hearing at 5:02 PM.
Rick Hydrick reviewed the designed
60,000 gallons maximum day sewer flows
and the history of the sewer project in
the Fallen Leaf Lake area. He recom-
mended the Board allow the date for the
property owner to comply with the low
flow retrofits to be pushed ahead to
June 30, 1992.

STAFF REPORTS
Attorney Sare said the June 30th date
was due to the fact the TRPA was
going to hold the District accountable
for the Fallen Leaf Lake overages (over
60,000 GPD). Further, the overages could
jeopardize the 1993 building season for
the rest of the community.

The ability for the property owners to
comply with the June 30th date was
discussed among the staff and Board
members.
Bill Craven/F.L.L. Homeowners Assn.
stated they were in agreement with the
concept of installing low-flow fixtures
but concerned about the time-frame for
doing so. He did not agree with the
60,000 GPD figure used in the May, 1978
Engineering Package which he said was
based on incorrect assumptions and
included no allowances for infiltration.
He used a chart which he had prepared
showing his estimates of basic flows
and flows from infiltration.
PUBLIC COMMENTS
Dave Bennett/Stanford Sierra Camp
agreed with the retrofit program, but
expressed concerns about infiltration
problems. He asked to have the dead-
line for installation moved to 12/31/92.
He asked a question regarding Section
4, Item D in the Ordinance about
who would be required to pay the
District for reimbursement of costs
to enforce the Ordinance provisions.
Attorney Sare said it would be the
property owner not in compliance.
Elizabeth Russell/California Land Mgmt.
Reviewed their plans to install low-flow
plumbing fixtures.
Rick Hydrick noted their campground did
not fall within the F.L.L. collection
system and would not be affected by the
proposed Ordinance.
Rick Hydrick responded to Bill Craven's
comments about the 60,000 GPD figure.
He said this was the system design
figure and that was why the EIR/EIS
addressed 60,000 GPD.
Richard Solbrig and Mary Rudokas
elaborated on the use of the 60,000 GPD
figure in the 1981 and 1989 EIR/EIS
and stated the F.L.L. residents had not
objected to the figure during the public
comment process for the 1981 EIR/EIS nor
the 1989 EIR/EIS. Solbrig also noted it
would have been necessary to do add-
itional environmental work (EIR/EIS)
if the 60,000 GPD figure was changed.

Director Mason agreed low-flow fixtures BOARD MEMBER COMMENTS
were necessary and F.L.L. residents
needed to practice conservation. Also,
the District needed to continue to
search for capacity for the area.
Director Mosbacher discussed the water
use of various appliances and advocated
the June 30th deadline date. She hoped
TRPA would take into consideration the
F.L.L. area had tried to reduce flows.
Director Wallace noted the District had
no choice but to get the flows down to
60,000 GPD and advocated the June 30th
deadline. He suggested the I/I may be
coming from lateral lines which the
District had no control over.
Director Onysko felt the deadline should
be changed to June 30th in the Ordinance.
He advocated remeasuring the flows as
the figures given by the flow meters
were inaccurate and not reliable. He
suggested staff conduct separate flow
measurements in July, 1992.
Chairman Pierini expressed hope the 400
toilet retrofit program, plus completing
separate flow measurements would bring
the flow readings down. He expressed
concern about the Ordinance provision
which would disconnect F.L.L. homeowners
who could not meet the retrofit deadline.
Director Mosbacher questioned Hydrick
about the fixtures mentioned in the
Ordinance in Section II.F.2 and 3.
Staff was instructed to make the neces-
sary changes as discussed.
The June 30th deadline was discussed.
Attorney Sare advised the Board to have
another Public Hearing if the date was
going to be moved up to June 30, 1992
with a revised Ordinance showing the
changes in Section II.F and the June 30,
1992 date change.

Voted No/Passed to direct staff to come
back (for a second Public Hearing ) as
counsel suggested at either the next or
second next meeting with a final draft
Ordinance and that draft Ordinance
shall include the date of June 30, 1992
as the effective date and the other
changes as noted.
