02-04-93MINUTES REGULAR MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT FEBRUARY 4, 1993 The Board of Directors of the South Tahoe Public Utility District met in a regular session February 4, 1993, 4:00 PM, City Council Chambers, 1900 Lake Tahoe Boulevard. BOARD OF DIRECTORS: Chairman Pierini, Directors Mason, Wallace, Onysko, Mosbacher STAFF: Baer, Solbrig, McFarlane, Sharp, Noble, Hrbacek, Hussmann, Johnson, Hydrick, Swain, and Attorney Sare. GUESTS: Brian Taylor/Tahoe Daily Tribune, Frank DuQuite/City Council, Steve Shaffer, Chris Strohm, Ray Nutting, James Jones, Karl Magedson. Shop Steward No report. Staff requested Consent Item 1 be re- moved as the situation had been resolved to staff's satisfaction. Moved Mason/Second Mosbacher/Passed Unanimously to approve the Consent Calendar as amended: 2) Approved expenditure of $12,166 for residential water meters; 3) Adopted travel reimbursement policy as the current standard mileage rate established by the Internal Revenue Service. (Attachment 2) ITEMS FOR BOARD ACTION ROLL CALL COMMENTS FROM THE AUDIENCE CORRECTIONS TO AGENDA OR CONSENT CALENDAR CONSENT CALENDAR Presented by Nancy Hussmann who outlined the need to adopt a District Safety Program - Injury and Illness Prevention Program (IIPP) for compliance with SB-198 requirements. Director Onysko requested that in the future, the first draft of items such as this be given to the Board for their input before it is finalized. (District Safety Policy Statement becomes a part of these minutes as Attachment 1.) Finance Officer McFarlane asked for Board direction on the revenue dollar amount for Enterprise Funds of Special Districts the Board wanted her to include from property tax monies. (There is a possible $2.7 million available, depending on how much the state takes to balance the state budget.) DISTRICT SAFETY POLICY STATEMENT (Continued) 93/94 BUDGET PREPARATION The Board directed staff to include $1.2 million as revenue from this source in the 93/94 budget. Director Mosbacher suggested all District employees be asked for more budget saving ideas. It was decided that department managers would meet with their employees to solicit ideas, then compile them for Board review. No Board Action Presented by Richard Solbrig. AL TAHOE WELL NO. 2 ADVERTISE FOR BID TO CONSTRUCT PROJECT Moved Wallace/Second Mosbacher/Onysko Abstained/Passed to approve payment in the amount of $733,681.13. PAYMENT OF CLAIMS Director Wallace mentioned 2 items: 1) He met with the Safety Committee regarding actions taken to ensure propane tank safety. He suggested the Customer Service department move to an off-site location. 2) Made mention that he did not approve of the letter written to the editor of the Tahoe Daily Tribune by Chairman Pierini because he felt it implied the letter expressed the opinion of the entire Board. They voted to begin negotiations with our staff. 2) E1 Dorado County Water Agency en- couraged the District to begin applying for grants from their agency. Past Meetings/Events 1/28/93 - Redevelopment Project at Sonora Ave. with City Staff 2/03/93 - Technical Advisory Committee: Future Sewer Connections Nancy Hussmann reported on 2 items: 1) The CSRMA Safety Committee has offered her a position on the committee which she has accepted. 2) The Littler, Mendelson, Fastiff, and Tichy Briefing re upcoming changes by the Clinton Administration. Attorney Sare mentioned 2 items: 1) The need for infrastructure replace- ment should be evaluated. Funds may be made available if a need is determined. 2) Commended Nancy Hussmann. As such, the Board pledges to ensure diligent and conscientious elimination of unsafe and unhealthful conditions throughout all District facilities, and expects equal diligence from all employees in the elimination of unsafe and unhealthful acts. Success in all safety and health matters depends upon cooperation among the Board, management, supervisors, and all employees, and also between each employee and his/her fellow workers. Only through such cooperation can a safety program in the best interest of all be established and preserved. Re~_ onsibilities: The Board shall: Establish a comprehensive safety and health program. The Human Resources Director shall be designated as the Safety Officer. Ensure that a safety program which targets losses, exposures to loss, and compliance with applicable government standards is implemented. Ensure that periodic safety and health inspections are performed to identify and eliminate unsafe and unhealthful working conditions and/or practices. Ensure prompt and thorough investigation of every accident to determine the cause and appropriate corrective action to prevent recurrence Ensure that appropriate personal protective euqiment is provided and enforce its use. Ensure that continuing sfaety training and education for all personnel is provided. Monitor the effectiveness of the District's Safety Program. Provide direction for the District's loss control program. Hold all employees accountable for safety and loss control. Ensure appropriate safety program changes and implementation. The Safety Officer shall: Design and implement the safety program to target losses, exposures to loss, and compliance with applicable government standards. Initiate and participate in investigation of all accidents. Coordinate determination of appropriate personal protective equipment in all aspects of work performed. Ensure that employee and supervisory training is performed on an on-going basis. Monitor the effectiveness of the program and make recommendations for change. Design and administer the District's loss control efforts. Be responsible for ensuring proper and thorough documentation of all matters relating to safety and health. Participate in safety committees, as appropriate. Ensure that unsafe conditions and practices are corrected. Actively participate in accident investigations. Provide and enforce the use of applicable personal protective equipment for all work performed within their departments. Coordinate on-going safety training and safety education courses for all employees in their departments. Actively strive toward ensuring a safe work place. Be responsible for the proper and thorough documentation of all matters relating to safety and health. Be responsible for all aspects of safety within their individual departments. Conduct safety inspections of their work areas on a regular basis. Conduct accident investigations immediately upon notification of an injury. Conduct appropriate in-house safety training and coordinate outside safety education for employees in their departments. Develop proper attitudes towards safety and health in themselves and in those they supervise. Maintain materials and equipment in good condition. Correct unsafe conditions and practices immediately upon becoming aware of such conditions and practices. Assist in ensuring proper and thorough documentation of all matters relating to safety and health. Give their wholehearted and genuine cooperation to all aspects of safety in the workplace, including compliance with all rules and regulations. Notify a supervisor in the event of an observed unsafe condition or practice. Report all injuries, no matter how minor, to their supervisors.
