12-08-93 SpecialConsent Item 1 January 6, 1994 MINUTES SPECIAL MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT DECEMBER 8, 1993 The Board of Directors of the South Tahoe Public Utility District met in a Special Meeting, December 8, 1993, 2:00 PM, at the District's Lower Shop Lunch Room, 1275 Meadow Crest Drive. The meeting was called to order at 2:12 PM by Vice President Mosbacher. CALL TO ORDER BOARD OF DIRECTORS: Vice President Mosbacher, Directors Mason, Jones, Strohm, Wallace ROLL CALL STAFF: Baer, Solbrig, McFarlane, Mamath, Noble, Thiel, Attorney Sare GUESTS: Ginger Huber/E1 Dorado County, Keith Klein/City of So. Lake Tahoe, Jay Von-Klug/Redevelopment Agency, Jeff DeLong/Tahoe Daily Tribune, Kerry Miller/City Manager, Frank DuQuite/ city Council Manager Baer gave a brief history of the EIR/EIS process beginning in 1987 for the plant expansion which included the 98 mitigation measures required in the EIR/EIS. The history also included an explanation of the 96 gpd per connection contractual obligations with various basin agencies (U.S.F.S.), etc. and how the use of sewer units developed into a tool for area growth planning. WORKSHOP ITEM: CONNECTIONS 1994/95 SEWER Baer also discussed the League/A.G. agreement's 4 main requirements for the District to accomplish to be in compliance with the agreement. Jay Von-Klug elaborated on the planned construction of the transit terminal. Diane Noble distributed a paper titled: 7.7 MGD Plant, 1989 EPA/EIR/EIS (attached to these minutes as Exhibit 1). Attorney Sare summarized the negotia- tions with the League & A.G. to temp- orarily reprogram the 209 State Parks sewer units. (A part of the paper distributed by Noble.) ST055600 SPECIAL BOARD MEETING MINUTES - DECEMBER 8, 1993 Paqe 2 Diane Noble made a presentation from the paper she had distributed on: (1) the unused sewer units presently in the District's system; (2) retrieval plan options for the unused sewer units and the pros and cons of each; (3) summary/comparison of the various retrieval options. Group discussion followed on the pros and cons of the 6 retrieval plans and sewer unit allocations for the 1994 and 1995 building seasons.
