SOUTH TAHOE PUBLIC UTILITY DISTRICT
MARCH 20, 1995
The Board of Directors of the South Tahoe Public Utility District
met in Special Session at 12:15 p.m. on March 20, 1995, District
Conference Room, 1275 Meadow Crest Drive.
BOARD OF DIRECTORS:

Construction Manager: Jim Hoggatt reported
at the March 16 regular Board meeting, a Great
Emergency was declared to allow for immediate
repairs of the District's Alpine County Facili-
ties. Additional repairs to the lower Harvey
ditch are required and were not included as
part of the Board action since a statement had
not yet been received from the soils engineer
regarding the stability of the ditch embankment
over the next several months. The statement
has now been received from AGRA, their engineer
stated the probability of the ditch collapsing
again is likely if the ditch is not sealed or
lined. (The statement is attached and are con-
sidered a part of these minutes.) If the ditch
was not lined and a failure occurred, damage to
neighboring property is likely, and the District
may not be able to fulfill its part of the con-
tractual terms of the agreement with Alpine
County.
Based on the statement received from AGRA,
staff recommends a concrete liner be included
in the ditch repairs. The cost of repairs is
estimated to be approximately $200,000° Addi-
tional expenditures may be requested if the
amount exceeds $200,000.
Moved Strohm/Second Jones/Passed Unanimously
to authorize an additional expenditure in an
amount not to exceed $200,000 for continued
repairs, including a concrete liner, for the
lower Harvey ditch in Alpine County.

Lower Harvey Ditch
Alpine County, California
This letter is written in response to your request to assess the stability of the ditch
embankment over the next several months.
Although it is not possiNe to establish when the embankment may fail it is possibie to
evaluate the potential for embankment failure. Based on observations made during the writers
site visit on March 15, 1995, severat areas upstream of the fai!ed area are of concern. At
least two areas are currently' exhibiting sloughing of the downgradient bank .and/or
embankment and visible seepage. These two factors are indicative of a high probability of
further deterioration and the possibility of collapse.
