BOARD OF DIRECTORS: President Jones, Directors Strohm, Mosbacher, Gochnauer. Director Wallace was absent. ROLL CALL STAFF: Baer, Solbrig, Sharp, Hydrick, Forsythe, Reid, Attorney Neese. GUESTS: Dave Herzog/HSI Geotrans, Patrick McCartney/Tahoe Daily Tribune ITEMS FOR BOARD ACTION MEYERS MTBE INVESTIGATION Rick Hydrick reported on how MtBE has impacted the District's well sites in Meyers. Geoprobes were used to test for contamination on the sites of the potentially responsible parties (Beacon, Chevron, and Shell service stations; Caltrans and the El Dorado County maintenance yard). Concentrations ranging from 0 - 28,000 ppb were detected. Due to the high levels discovered at the Beacon station, Hydrick recommended a regional investigation be performed. ST007237 SPECIAL BOARD MEETING MINUTES - MARCH 10, 1998 PAGE - 2 The scope of the investigation, developed by HSI Geotrans, calls for an array of geoprobes and hydropunches to be concentrated in the area of the Beacon station. Three deep monitoring wells would also be drilled in the aquifers to determine how the MtBe got in the wells. Two remediation systems may be constructed to contain the MtBE and prevent its spread. The seals on Bakersfield and Arrowhead wells could be extended to prevent contamination from entering the drinking water supply. MEYERS MTBE INVESTIGATION (continued) Costs of the regional investigation, estimated to be $116,000, would qualify for reimbursement through the state's Kuehl Bill. The bill, by Assemblymember Kuehl, was developed in response to growing MtBE concerns throughout the state. The State Water Resources Control Board staff has tentatively ap- proved expediting the payment so the investigation can begin as soon as possible. Moved Gochnauer/Second Strohm/Wallace Absent/ Passed to: A) Authorize entering into an agreement with HSl Geotrans to perform the regional investigation in an amount not to exceed $116,000; B) Direct staff to seek reimbursement funding from the State Water Resources Control Board through the Kuehl Bill; and 3) Authorize legal counsel to engage in dialog and negotiations with the Beacon Stations attorney, Lou Feldman, to process the reimbursement funds through the State Cleanup fund for final reimbursement through the Kuehl fund. 4:45 P.M.
