Schafer, Director SPECIAL MEETING OF THE BOARD OF DIRECTORS SOUTH TAHOE PUBLIC UTILITY DISTRICT FEBRUARY 22, 2002 MINUTES The Board of Directors of the South Tahoe Public Utility District met in Special Session, February 22, 2002, 3:00 P.M., Harvey Place Reservoir Field Office, 2595 Diamond Valley Road, Woodfords, California. ROLL CALL STAFF: Bird, Callian, Frye, Attorney Kvistad GUESTS: Robert Ducheck/Parsons, John Cassidy/Alpine County Planning Commission, Mark DeMaio/Engineer for Alpine County Department of Public Works, Julie Harris/Alpine County Children Services, Bill Morgan/Alpine County Planning Commission, Clint Cello/Rancher, Donna Prather/Cou rt Reporter. PUBLIC HEARING PAGE - 2 Notices of Public Hearing were published in the Tahoe Daily Tribune on February 13 and 15, and also in the Gardnerville Record Courier on February 14 and 15. 3:00 P.M. PUBLIC HEARING: PURSUANT TO CALIFORNIA ENVIRONMENTAL QUALITY ACT, THE BOARD IS REQUIRED TO RECEIVE COMMENTS ON THE DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) FORTHE DISTRICT'S PROPOSED RECYCLED WATER MASTER PLAN President Wallace opened the Public Hearing at 3:10 p.m. He stated the purpose of the hearing is to receive public comments on the draft EIR pursuant to CEQA. The public comment period closes on March 8. Responses will be included in the final EIR. The first Public Hearing was held on February 21,2002, in South Lake Tahoe. Robert Ducheck/Parsons, gave an overhead slide pre- sentation that gave an overview of the EIR, and covered the plan's components and alternatives. Bill Morgan/Alpine County Planning Commission, requested that the Board clarify their preferred alternative from the five presented. Mark DiMiao/Alpine County Engineer, on behalf of the Alpine County Board of Supervisors, requested a two-week extension on the comment period for the EIR. Alpine County staff needs more time to address their concerns with some of the proposed alternatives. Julie Harris/Alpine County Children Services, commented on the application of fresh water to the Fredericksburg ditch system. John Cassidy/Alpine County Planning Commission, expressed concerns about the possible changes in Diamond Valley under under the Master Plan. He would like to see the area remain as it is. Clint Cielo/Rancher, requested a general breakdown of budget costs for the various alternatives listed in the EIR, and a breakdown of exactly how much land the District will need to apply the maximum amount of water annually. He stated the Board should consider the PUBLIC HEARING ramifications of the purchase of the Heise property through condemnation, and the ramifications of dis- continuing water application to existing users. He encouraged the Board to solicit more feed-back from the people of Alpine County before pursuing any of the alternatives. 3:56 P.M.
