WHEREAS, the Board of Directors of South Tahoe Public Utility District has called for notice to bidders for construction of portions of force main TV-22 and trunk sewers TV-7 and TV-8, U o S. Highway 50; First Street to Johnson Avenue; and WHEREAS, pursuant to said call for bids and notice to bidders duly published in accordance with law, the following bids were received at 4 o'clock P.M., Pacific Daylight Saving Time, on May 21, 1959, and were opened by the Clerk and Ex-Officio Secretary in the presence of the Board of Directors of said South Tahoe Publi, Utility District ;and WHEREAS, the following bids for the construction of portions of force main TV-22 and trunk sewers TV-7 and TV-8, U. S. Highway O' 5 , First Street to Johnson Avenue, were opened and read to said Board of Directors by said Clerk and Ex-Officio Secretary, as follows, to wit: and; Faulkner's, Inc,, Kings Beach, California- Alternative No. 1 Alternative No. 2 LaGrange Construction, Inc., Reno, Nevada- Alternative No. 1 Alternative No. 2 McGuire and Hester, Oakland, California- Alternative No. 1 Alternative No. 2 Stockton Construction Company, Azusa, California- Alternative No. 1 Alternative No. 2 67,900.O0 69,400.00 S9,013,36 91.057.91 13 ~, 000. O0 13 ,000.00 I164, 163.00 164,163 · O0 WHEREAS, after the opening and reading of said bids as aforesaid the Board of Directors upon motion duly made and seconded continued the meeting for award of bids until May 25, 1959, at 1 1 2 4 5 6 7 8 9 10 11 12 15 14 15 16 17 18 19 2O 21 22 24 25 26 27 28 29 5O 51 52 7 o'clock P.~. at the District office, Clark Building, Tahoe Valley California; and WHEREAS, on said ~ay 25, 1959, at the District office, Clark Building, Tahoe Valley, California, at 7 o'clock P.~. the Directors of South Tahoe Public Utility District fully considered all of the bids for said project aforesaid and with respect to the bid sub- mitted by Faulkner's, Inc., found and determined that said bidder, Faulkner's, Inc., failed to set forth the experience in business as required by Section 1~O6 of the General Conditions of the Specifications and the Directors were therefore unable to determine the degree of responsibility to be credited to said bidder, Faulkner's, Inc., and weigh any evidence that said bidder had performed other contracts of like nature or magnitude; and WHEREAS, the engineers of the District, to wit, Brown and Caldwell, by Richard C. Aberley, recommended to the Board of Directors that alternative No. i calling for asbestos cement pipe was preferable after examination by said engineers of each and all of said bids; now, therefor: BE IT RESOLVED by the Board of Directors of South Tahoe Public Utility District, as follows, to wit: 1. That the Board of Directors determines that Faulkner's, Inc., is not the lowest responsible bidder for construction of portions of force main TV-22 and Trunk sewers TV-7 and TV-S, U. S. Highway 50; First Street to Johnson Avenue, for the reason that said bidder failed to set forth the experience in business as required by Section 1-O6 of the General Conditions of the Specifications and thereby said Board of Directors was unable to determine the degree of responsibility to be credited to said bidde~ and weigh any evidence that said bidder had performed other contracl of like nature or magnitude. 2. That the bid for said construction be awarded to LaGrange Construction, Inc., Reno, Nevada, based upon said LaGrange 2 1 2 $ 4 5 6 ? $ 9 10 11 12 15 14 15 16 17 18 19 20 21 22 24 25 27 28 29 50 51 52 JCW:bjw 2139-L Construction, Inc.'s, bid on Alternative No. t in the amount of $89,013o36, which said alternative calls for asbestos cement pipe. 3. That the President of the Board of Directors of South Tahoe Public Utility District and the Clerk and Ex-Officio Secretar of said Board be authorized to execute the Agreement for Construc- tion of portions of force main TV-22 and trunk sewers TV-7 and TV-8 U. S. Highway 50; Frist Street to Johnson Avenue, which said Agreement is included in the 1959 Sewer Bond Contract, Contract No. 2, Drawings and Specifications for Construction of Portions of Force Main TV-22 and Trunk Sewers TV-7 and TV-8, U. S. Highway 50; First Street to Johnson Avenue of South Tahoe Public Utility District, Bijou, California, as prepared by Brown and Caldwell, Civil and Chemical Engineers, San Francisco, California, which said drawings and specifications are on file with and have been adopted by the Board of Directors of said South Tahoe Public Utility District and which said drawings and specifications and said Agreement for Construction are hereby incorporated in this resolu- tion as though set forth in full.
