DISCUSSION: Change Order No. 2 addresses three work items that are beyond the scope of the Contract and one reduction in contract quantity. � 1) To accommodate site-specific conditions at and around the Tahoe Seasons Resorf, staff directed the Contractor to relocate one proposed fire hydrant, demolish an existing subgrade structure, provide temporary fire service to the resort during shut-downs and reconfigure the piping for the new fire service meter. Some of these changes to the work were performed on a Lump Sum basis, and others were Time and Materials, for the additional cost of$17,601.13. 2) Because one of the original bid quantity for hydrants was installed under Item 1 above, the contract quantity for hydrants is reduced from 13 to 12, for a savings � to the Distnct of$8,027. 3) Due to the density of underground utilities in the vicinity of the 6" Meter Vault proposed for Heavenly Valley Townhomes, staff directed the Contractor to relocate the new vault. The additional work to relocate the vault will be performed on a Lump Sum basis for$10,023.05. 4) To account for differing underground conditions, the Contract was required to modify the tie-in of the new 8" waterline to the existing 6" LP waterline in Keller Road at Saddle Road. The additional work was performed on a Time and Materials basis,with an offsetting Lump Sum credit for contract work not performed. The net additional cost to the District for these changes is $714.14. Staff recommends that the Board approve Change Order No. 2 to the District's contract with Herback in the amount$20,311.52.This is the first compensated change order to the Contract, bringing the contract total to $1,627,232.52. MEETING DATE: August 21, 2014 ITEM-PROJECT NAME: Bijou Area Phase I Erosion Control Project REQUESTED BOARD ACTION: Amend Agreement with the City of South Lake Tahoe to provide the relocation of water and sewer utilities. DISCUSSION: The City of South Lake Tahoe is nearing completion of the construction of the Bijou Area Phase 1 Erosion Control Project. As part of this project, the City's contractor has modified and relocated District utilities to accommodate the City's facilities. In August, 2013, the District and the City executed a reimbursement agreement to formalize the parties' understanding of the obligations for the District to reimburse the City for the costs for work on the District's system. During the course of construction, changed conditions have resulted in changes to installed quantities for contract work and change order additions to the contract work. An amendment to the Agreement is necessary to allow staff the flexibility to authorize reimbursement for � changes during construction. Staff recommends that the Board authorize a 5% '� contingency above the bid amount, as described in the attached Amendment. The � additional cost to the District for change conditions shall not exceed $17,594, and will be based on staff approval of individual charges. (CCMI) in an amount not to exceed $10,000 for labor compliance program services. DISCUSSION: The District is receiving an increasing amount of funding from State and Federal sources. The current projects are the 2014 Meters Project ($3.2M) and the Saddle-Keller Waterline Replacement Project ($l.brv�). Future potential projects expected to receive such funding include the DVR Irrigation Project, and four i additional phases of the meter project, together, in excess of$28M. � This funding comes with elevated requirements for labor compliance at both the State and Federal level. At the same time, labor compliance laws are continually changing, as are various labor contracts and other agreements which affect our ability to properly administer and comply with the labor corripliance element as required by the funding. Noncompliance with these requirements can impact our ability to maintain our current and expected future funding from State and Federal sources, may result in financial penalties, and can result in claims from our Contractors if the program is not properly administered. In addition, our staff has and is expending significant time in its efforts to maintain current and correct compliance on the changing landscape of labor compliance. We believe it is more efficient and cost-effective to engage a labor compliance expert to assist staff in our labor compliance program, to assure proper compliance, and to allow our staff to focus on other high value work within our core competencies. In light of the volume of current and expected State and Federal funding, the increasing complexity of compliance, the ongoing changes in the State and Federal requirements and labor agreements, the impacts on staff to become and stay effective, and the risks of non-compliance with these requirements, staff is recommending the Board approve assistance from an expert in this area, CCMI. The range of services is detailed in the attached proposal from CCMI along with a fee schedule. One benefit of CCMI is that they can provide many levels of expertise depending on our needs, and at various i�g�arly rates. The intent of this task order is to provide consulting and support services in the continued use and development of the District's system. Anticipated tasks in this effort are outlined below. Task 1. GIS Support Contractor will provide general support to the District for the maintenance and modifications of its GIS systems. Anticipated tasks include: 1.1 On-call technical support and trainin�. Services as requested by the GIS Manager or the District System Administrator. These activities may be accomplished over the phone or on-site as requested by the District. 1.2 ArcGIS for Server administration support. This will include general system administration tasks such as managing user permissions and troubleshooting connection problems. 1.3 ArcGIS Third-party extensions periodic up rg ades• Assist the District in maintaining current versions and patch levels of their third-party extensions to ArcGIS Desktop. These will be applied throughout the year as necessary, as directed by the District GIS Manager. 1.4 ArcGIS up�rade support. Assist the District in upgrading its ArcGIS Desktop and Server installations from version 10.1 to version 10.2. This will include upgrading a test Desktop system and verifying compatibility with the District's various software extensions and custom tools. ArcGIS Server will up upgraded in consultation with the District's database server administration team. The upgrades will be implemented upon the release of ArcGIS 10.2 and as directed by the District GIS Manager. Task 2. GIS Editing and Data Model Maintenance Contractor will assist District staff with GIS editing tasks, and will make modifications and updates to the District's GIS database structure as necessary as directed by the District GIS Manager. The tools are developed using the Python language and the � ArcGIS Geoprocessing site package, as well as the ArcGIS Model Builder environment. 5 2.6 Water Utility Network Editin�tools configuration and su�ort The Infrastructure ; Network Editing tools are a set of ArcGIS editing workflows,tools and toolbars for ' maintaining water and sewer utility data. The tools are configured through a set of � geodatabase tables,and through a set of�nl configuration files.The contractor will assist ; the District in managing the configuration of the Infrastructure Network Editing tool, at � � the request of the GIS Manager. � 2.7 U date sewer/water service oint la ers. General GPS Support Contractor will assist District staff with their GPS survey program. The District currently uses two Trimble GeoExplorer 3000,two GeoExplorer 6000 units with external antennas and other peripherals, as well as a Yuma 2 handheld tablet. The District also uses the Trimble ArcGIS extensions far GPS data management and processing. Anticipated activities include: 4.1 On-call GPS technical support. Services as requested by the GIS manager. These activities may be accomplished over the phone or on-site as requested, and may include configuration of the units, troubleshooting the GPS data workflow,modification of the workflow, training of GPS users, or other GPS-specific tasks. 4.2 Update GPS Firmware. Update firmware on up to two(2)District GPS units. The GPS devices may be the Trimble GeoExplorer XH 3000 or 6000 units. They will be upgraded to the most current Trimble firmware for that unit, at the direction of the GIS Manager. 4.3 Update GPS Operating System. Upgrade the operating system on two (2) District GPS units to the current Windows Mobile operating system. The GPS devices may be the Trimble GeoExplorer XH 3000 or 6000 units. They will be upgraded as recommended by the GPS manufacturer,at the direction of the GIS Manager. 4.4 Update GPS workflow for Trimble Positions software revisions. As part of the update of ESRI ArcGIS to version 10.2, Trimble has updated their extension software. Contractor will remove the old Trimble GPS Analyst and GPS Collector extensions and replace them with the new Trimble Positions software extension. This will include software installation and configuration, in addition to updating the District's GPS workflows to reflect the new software releases. 4.5 Yuma 2 Setup and Configuration-Upper Truckee Meadows project. Contractor will work with the GIS Manager and the District Hydrologist to configure the Yuma 2 tablet computer for support of the Upper Trucke Meadows project. This may include installation of software on the tablet computer, configuration of the software and network connections, and development of a workflow to effectively move data from the office to the field and back again. 4.6 Yuma 2 Setup and Confi�uration-Diamond Valley Ranch Facilities. Contractor will work with the GIS Manager and the Diamond Valley Ranch Manager to configure the Yuma 2 tablet computer for support of mapping activities at Diamond Valley Ranch. This may include installation of software on the tablet computer,configuration of the software and network connections, and development of a workflow to effectively move data from the office to the field and back again. Task 5. Springbrook Support The GIS is loosely integrated with the District's Springbrook customer billing system through several geoprocessing scripts,which extract data from Springbrook and make it -33- � � d � � 8 � , � , � available to GIS and GPS users. If multiple files are associated with a parcel (e.g. a customer has multiple permits), only one is returned by the hyperlink tool. Contractor will investigate methods by which InfraMap may be configured to provide access to all files associated with a parcel. It is anticipated i that this will involve associating the hyperlink tool with a script to provide access to ! multiple files. Contractor will recommend the appropriate configurations and/or scripting to the GIS Manager. Upon approval of the solution, Contractor will write the necessary scripts and configure InfraMap on one system to implement this solution, and will provide the appropriate configuration files to the District System Administrator. Contractor will assist the System Administrator with deployment of the configurations to production computers. 7.4 Maintenance Connection Work Order system inte�ration sup�ort Contractor will work with the CMMS Coordinator and GIS Manager to support integration of the GIS with the CMMS work order management system. Contractor may develop import/ export and validation scripts to make work order data(e.g. completion status)accessible in the GIS. This will allow work order information to be displayed graphically in mobile, web, and desktop maps. Task 8. InfoWater support Contractor will assist the District with GIS-specific issues involved in the on-going water distribution system optimization project. Specifically, contractor will assist in the implementation of the InfoWater hydraulic modeling system, and its integration with the GIS. 8.1 On-call integ,ration support. Services as requested by the GIS Manager. These activities may be accomplished over the phone or on-site as requested. Activities may include consulting on system integration issues and interface with the consultant creating the hydraulic model. -35- ARETE SYSTEMS TASK ORDER NO. 20 CONSULTING SERVICES This Agreement is made and entered into as of the 21 st day of August 2014 by and between South Tahoe Public Utility District, hereinafter referred to as"DISTRICT"and ARETE SYSTEMS, hereinafter referred to as "CONSULTANT". In consideration of the mutual promises, covenants,and conditions as addressed in the Master Agreement dated July 1 S`, 2007 and as specifically hereinafter set forth, the parties do hereby agree as follows: I. PURPOSE The purpose of this Task Order is for Geographic Information System consulting for the 2014-2015 fiscal year. 2. SCOPE OF WORK The items of work include: GIS technical on-call support ; Administration; ArcGIS 10.2.1 upgrade;ArcGIS 10.2.1 SP1 install/setup;ArcGIS Third-party extension periodic upgrades; GIS custom tool maintenance and creation and Data Model Maintenance; GIS Enhancements for reportable event tools and customer service interruption tools; General GPS Support; Maintenance Connection, Springbrook, InfraMap, and I nfoWater. 3.
