Resolution 2660 1 L 2 3 4 5 6 '" 16 17 18 19 20 21 22 23 24 25 26 \." 27 RESOLUTION NO. 2660 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT AUTHORIZING FINAL APPLICATION TO THE CALIFORNIA TAHOE CONSERVANCY FOR UPPER COLD CREEK SOIL EROSION CONTROL AND STREAM ENVIRONMENT ZONE RESTORATION GRANT FUNDING WHEREAS, Cold Creek is one of the larger perennial tributaries along the south 7 shore of Lake Tahoe; and 8 WHEREAS, the South Tahoe Public Utility District (District) has over the years 9 operated several diversion and treatment facilities, including basins and a reservoir, at 10 Cold Creek for the production, storage and treatment of drinking water; and 11 WHEREAS, an access roadway and parking area are located adjacent to the 12 facilities; and 13 WHEREAS, the confined, steep-sided valley in which the creek flows and the 14 proximity of the roadway and its steep embankments to the creek create a setting where 15 erosion could be expected to occur; and WHEREAS, the soils of many of the slopes are extremely coarse, decomposed granite sands, which are not conducive to the growth of stabilizing vegetation; and WHEREAS, in the past, snow plowing which was required to maintain all-year access to the reservoir repeatedly disturbed the surface soil; and WHEREAS, the District is committed to demolishing its Cold Creek water treatment plant facilities and implementing a comprehensive restoration project; and WHEREAS, snow plowing will no longer be needed and the road will only be used for access in conjunction with hiking, fishing, bicycling and erosion control maintenance, and it is now possible to revegetate a portion of the road; and WH EREAS, following the demol ition of the Cold Creek water treatment faci I ities the District is committed to the implementation of the Cold Creek soil erosion control and stream environment zone restoration project, which project will be managed and 28 maintained over a twenty (20) year term. 20 21 ABSENT: Director Jones. 22 23 24 25 ATTEST: 26 \., 27 28 -- 1 L 2 3 4 5 6 7 \.., NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. Final application to the California Tahoe Conservancy for the Soil Erosion Control and SEZ Restoration Project grant funding for the Cold Creek reservoir access road is authorized in a form substantially similar to the Pre-Application form submitted to the Board of Directors at this regularly held meeting. 2. The District, upon grant funding through the California Tahoe Conservancy, agrees to implement the activities specified in the final application to be submitted on or 8 before December 15, 1997. 9 3. The General Manager is directed to take any additional action necessary and 10 appropriate to implement this Resolution. 11 4.
