RESOLUTION NO. 2668-98
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTH TAHOE PUBLIC UTILITY DISTRICT
SUPPORTING LEGISLATION TO INCREASE
COMPETITIVE BIDDING THRESHOLDS
WHEREAS, existing law requires local government agencies, including most special districts,
to follow competitive bidding procedures if they decide to contract out for a public works project and
the cost of the project exceeds a specific dollar amount; and
WHEREAS, many special districts are subject to competitive bidding requirements established
between 1930 and 1960 that by today's standards are overly restrictive given the impact of inflation
8 over time; and
9 WHEREAS, the South Tahoe Public Utility District is subject to a competitive bidding
10 requirement of $10,000; and
11 WHEREAS, the Association of California Water Agencies is proposing legislation to raise the
12 competitive bidding thresholds of certain special districts to reflect inflationary increases in
13 construction costs; and
14 WHEREAS, the South Tahoe Public Utility District would like to be included in the proposed
15 legislation to bring its competitive bidding threshold up to date and give the district flexibility to get
16 projects done as cost-effectively as possible;
NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of the South Tahoe Public
Utility District requests that the Association of California Water Agencies (ACWA) include the South
Tahoe Public Utility District in its proposed legislation increasing competitive bidding thresholds;
BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to ACWA.
PASSED AND ADOPTED at a duly held regular meeting of the Board of Directors of the
South Tahoe Public Utility District on March 5, 1998, by the following vote:
AYES: Directors Wallace, Mosbacher, Gochnauer
NOES: None
ABSENT: Directors Jones, Strohm
