REQUESTED BOARD ACTION: Accept cost estimate from Carson Pump in the amount of
$25,325 for pump column pipe replacement and mechanical cleaning services for the
South Upper Truckee Well No. 3.
DISCUSSION: On February 5, 2015, the District Board of Directors authorized staff to
acquire well inspection services for the South Upper Truckee Well No. 3 evaluation. The
purpose of the well evaluation was to discern the cause of low resistance ("megger")
readings measured during routine electrical testing of this well.
On March 4, 2015, and March 5, 2015, Carson Pump removed the submersible pump
and motor from the South Upper Truckee Well No. 3 for inspection and electrical testing.
The present condition of the well screen and casing was also inspected using a down-
hole video-scan. Findings of the inspection are summarized in the South Upper Truckee
Well No. 3 Evaluation - update memorandum to the Board, dated March 6, 2015,
(attached).
In accordance with the District's Purchasing Policy, staff prepared a scope of work in
order to obtain competitive quotes to furnish and replace the pump column pipe and
mechanically clean the well. Requests for quotes were sent to three licensed water
well pump system contractors. Cost estimates were received from two of the three
contractors (Carson Pump and Layne Water Resources). The third contractor (Mackay
Pump 8� Well Service) declined to bid, as the project requires a crane to access the
well.
Based upon review of the two estimates received, District staff recommends the Board
accept the cost estimate from Carson Pump in the amount of$25,325. A summary of
these estimates is also attached.

On February 5, 2015 the District Board of Directors authorized staff to acquire well inspection
services for the South Upper Truckee Well No. 3 Evaluation.The purpose of the well evaluation

electrical testing of this well.
On March 4th and 5'h, District subcontractors and staff removed the submersible pump and
motor from the South Upper Truckee Well No. 3 for inspection and electrical testing.The
present condition of the well screen and casing was also inspected using a down-hole video-
scan.
Findings of the inspection showed that the column pipe was pitted and in poor condition. In
many locations, depth of pitting nearly extended through the complete wail thickness of the
pipe. The pitting was patched using 100%silicone sealant for temporary service back into the
well.
The well casing and screen were found to be in good condition with moderate build-up of
iron precipitates across two of the five screened intervals within the well.
Electrical testing showed that the submersible motor was in good condition and that the
cause of the low megger readings was likely due to malfunctioning in the power cable.
From these findings, staff directed Carson Pump to replace the existing power cable and
reinstall the existing pump and motor. Staff is presently acquiring costs to replace the column
pipe and clean the well prior to the end of May, 201 S.

Director Jones reported he is attending the next meeting scheduled for Wednesday, April 8, 2015.
GENERAL MANAGER REPORT:
Richard Solbriq provided a reporf on several items:
• He participated in a local TV interview, an editorial segment and a spot for Lake Tahoe
Newsline regarding the budget process and water conservation.
• The District has received numerous phone calls regarding the Governor's recent proclamation.
Details on this proclamation should be released in the next couple of weeks. A Resolution is
planned to be proposed at the first meeting in May to incorporate the proclamation details.
• The City has requested Solbrig give a presentation at the Tuesday, April 7'h City Council
Meeting regarding the Governor's proclamation.
• Discussions are ongoing with Washington DC lobbyists regarding the Lake Tahoe Restoration
Act.
• The appeals process is in progress for the zero percent water meters loan.
• The website redesign is progressing under the guidance of Rauch Communications.
• The District has written two support letters for CASA regarding: (1) plastic microbeads ban; and
(2) green energy credits.
STAFF/ATTORNEY REPORTS:
Staff reported interviews are complete for the senior engineer position and an employment offer is
being prepared for the successful candidate. The hiring process for the junior engineer position is
currently underway.

DISCUSSION: The existing diffuser system in Aeration Basin 1 (AB1) is scheduled for
replacement as part of the Primary Clarifier 2 / Aeration Basin 1 Rehabilitation Project.
Staff seeks authorization to procure a Sanitaire fine-bubble, ceramic disk aeration system
to replace-in-kind the existing diffuser system in AB 1 .
Sanitaire fine bubble, ceramic disk diffuser systems are now in use in Aeration Basins 1, 2,
and 3. The District has experienced excellent performance and extended life with the
Sanitaire system. The existing diffusers have been in operation for over 27 years where a -
20-year life is generally expected. By staying with Sanitaire, parts can be interchanged
with the other aeration basin diffusers and maintenance is more cost-effective due to
existing knowledge and experience with maintenance and operation of the Sanitaire
diffusers. Plant operations are also maximized due to existing knowledge and success in
using the Sanitaire system. The District has researched other manufacturers and believes
the Sanitaire system is the best choice for life, performance, and ongoing repairs,
maintenance and operations. See attachments for additional information.
Staff and engineering consultant, HDR, Inc., have developed system specifications and
negotiated a price from Coombs-Hopkins, the sole area vendor for manufacturer,
Sanitaire, for procurement of the diffuser system. Information from multiple other projects �
was used to evaluate system pricing. Staff has concluded that the final negotiated
price is fair and representative of pricing that would be obtained through competitive
bidding procedures. The District's negotiated price of $113,560 will be provided to all
potential bidders for mandatory use in developing their bid. The Sanitaire system is
identified as a sole-so�rce item in the contract documents.

Replace-in-Kind Diffuser Manufacturers
HDR recommends proceeding with replacing-in-kind the AB1 diffusers. The following diffuser
manufacturers are recommended for specifying competitive bidding the replacement of the
Sanitaire�ceramic disk diffusers.

Disk sizes, diffuser grid, and pipe sizes will match the existing basin configuration. The plastic
aeration piping in the vertical header will be replaced with stainless steel piping. The grid piping
below the aeration headers will be standard sized PVC coated for UV resistance.
Other Diffuser Options
There are several other diffuser options on the market. Proceeding with any of these options
would require additional process engineering to confirm how aeration treatment is effected by
changes to the aeration system and to verify if the existing blowers are adequate for the diffuser

Background
With California facing one of the most severe droughts on record,Governor Brown declared a drought '`
State of Emergency in January 2014. Since that time,the Governor has issued three additional Executive
Orders directing actions to prepare for water shortages. For the first time in state history,the Governor,
in his April 1,2015 Executive Order,directed the State Water Board to implement mandatory water
reductions in cities and towns across California to reduce potable urban water usage by 25 percent
statewide. This savings amounts to approximately 1.3 million acre-feet of water over the next nine
months,or nearly as much water as is currently in Lake Oroville. To achieve these savings,the State
Water Board is expediting emergency regulations to set usage targets for communities around the State.

The mandatory water reductions,along with specific restrictions on commercial,industrial and
institutional irrigation uses, apply to urban water suppliers as defined in water code section 10617,
excluding wholesalers. Generally, urban water suppliers serve more than 3,000 customers or deliver
more than 3,000 acre feet of water per year. Suppliers regulated by the Public Utilities Commission are
included in the mandatory water restrictions. The Executive Order requests that the Public Utilities
Commission require investor-owned water utilities to implement reductions consistent with the State
Water Board requirements for all other urban water suppliers. The specific restrictions and prohibitions
on water use in the Executive Order apply to all Californians and are in addition to the specific
restrictions and prohibitions contained in the emergency conservation regulation approved by the Office �
of Administrative Law(OAL)on March 27,2015.

The State Water Board is expediting the development and adoption of additional regulations to
implement the new restrictions and prohibitions contained in the Executive Order. There will be several
opportunities for stakeholder involvement prior to the release of the formal notice of emergency
rulemaking. The first opportunity follows the release of a Proposed Regulatory Framework and the
second will follow the release of draft a regulation,as follows:

PROPC3SED REGULATORY FRAMEWORK
The Governor's Aprii 1, 2015 Executive Order directs the State Water Board to impose
restrictions to achieve an aggregate statewide 25%reduction in potable urban water use
through February 2016. The Executive Order stipulates the 25%reduction in water use as
compared to 2013, but proposes flexibility in how to achieve this reduction in recognition of the
level of conservation already achieved by many communities around the State.
Input Requested: The State Water Board is interested in receiving feedback on these
regulatory concepts as well as other ideas on how a 25% reduction could be structured. Please
submit comments and ideas on the proposed framework by email to lessica Bean at

Urban Water Suppliers
1. Apportioning Water Supplier Reductions: The Executive Order directs the State Water
Board to consider the relative per capita water usage of each water suppliers' service area,
and have those areas with high per capita use achieve proportionally greater reductions
than those with low use. Reporting on residential per capita (R-GPCD) water use began in
October 2014 for the September 2014 reporting period. Residential per capita water use is $
highest during the summer months when outdoor irrigation demand is high. Reported
summertime water use is also generally more consistent because the weather varies less
from year to year than during the winter.Accordingly, September 2014 R-GPCD serves as a
reasonable basis for placement of the 411 urban water suppliers into four categories as =
follows:

sector use, the following additional reporting requirements are proposed:
• Monthly commercial sector use;
. Monthly large landscape commercial customer use (e.g. golf courses, amusement
parks);
• Monthly industrial sector use;
'� . Monthly institutional sector use;and
� . Monthly large landscape institutional customer use (e.g. cemeteries, college campuses).

III. Compliance Assessment: To determine if urban water suppliers are meeting required use
� reductions, water production data, as reported by each individual water supplier for the
months of June 2015 through February 2016, will be compared to the same period(s) in

2013. Given the severity of the current drought,the State Water Board will assess suppliers'
compliance for both monthly and cumulative water usage reductions.

x IV. Enforcement:
The State Water Board has a variety of tools available to enforce its regulations:
• Informal enforcement, such as warning letters, can provide a dear reminder to water
:� suppliers of the requirements and an alert that their conservation programs are not

" achieving the desired water savings. Warning letters would generally not be
; accompanied by monetary penalties

• Formal enforcement actions include Cease and Desist Orders (CDO)to stop non-
` compliant activity. These Orders generally contain a description of the specific actions,
:�
and a timeline for implementing them, required for the recipient to return to
compliance. Non-compliance with a CDO during a drought emergency,such as the
; current one, can result in a complaint to assess Administrative Civil Liabilities of up to
$10,000 for each day of non-compliance.
In addition to these existing tools, other tools may be needed to ensure compliance for the
short duration of the regulations. These tools would be developed through the emergency
:� rulemaking and would be remain in effect for its duration (270 days unless extended by the
= State Water Board). The tools include:

� Informational Orders that wouid enable the Board to require specific data and other
facts on conservation practices if conservation targets are not being met.
• Conservation Orders that would go into effect immediately upon receipt, as opposed to
CDOs that can only be issued and enforced after the State Water Board holds an
evidentiary hearing, if one is requested. A conservation order would describe the
specific actions required for the recipient to come into compliance with the
requirements of the regulatian. Issuance of a conservation order would be subject to
reconsideration by the Board and violation of a conservation order would not be subject
to the enhanced penalties associated with violation of a CDO during a drought
emergency.
The tools will be used alone, or in combination, to address the following compliance problems:
• Failure of water suppliers to file reports as required by the regulation;
• Failure to implement prohibitions and restrictions as described in the Governor's
Executive Orders and the emergency regulation; and
• Failure of water suppliers to meet the assigned water use reduction target.
Smail Water Suppliers
There are over 2,600 small water suppliers (those with fewer than 3,000 service connections)
that provide water to over 1.5 miflion Californians. Under the existing Emer�ency Re�ulation
that took effect March 27, 2015,these suppliers are required to either timit outdoor irrigation
to no more than two times per week or to institute measures that achieve a 20%reduction in
use. Small suppliers are not required to report their water production to the Board, but are
expected to have the data available on request. Small suppliers will need to contribute to
achieving the statewide 25%potable urban water use reduction called for in the Executive
Order.
I. Apportioning Water Supplier Reductions: Up until the release of the April 1, 2015
Executive Order, all water suppliers were being asked to achieve a voluntary 20% reduction '
in water use. The existing emergency regulation assigns responsibilities to both larger
urban water suppliers and small suppliers to restrict irrigation to achieve the 20%reduction
target. Under this proposal, smal) water suppliers would be required to achieve a 25%
water savings as compared to their 2013 water use under the new regulation.

II. Reporting Requirements: To date, small water suppliers have not been required to report �
on their water use or conservation measures. Small suppliers would now be directed to j
provide a one-time report to the State Water Board, 180 days after the effective date of the j

The State Water Board will also consider adding requirements for large landscape users (e.g.
commercial, industrial, institutional) not served by either type of water supplier discussed
above to achieve the 25%statewide reduction in potable urban water use.
