A RESOLUTION OF THE BOARD OF DIRECTORS
OF SOUTH TAHOE PUBLIC UTILITY DISTRICT
REQUESTING AN IMMEDIATE SPECIAL MEETING
OF THE STATE WATER POLLUTION CONTROL
BOARD FOR PRIORITY CERTIFICATION TO THE
SOUTH TAHOE PUBLIC UTILITY DISTRICT OF
A PUBLIC LAW 660 GRANT
WHEREAS, South Tahoe Public Utility District is a
public agency providing sewer service for a large inhabited area
of Lake Tahoe; and
WHEREAS, said district is presently disposing of treated
sewage effluent by means of one holding pond and spray irrigation
on a limited land area; and
WHEREAS, the said limited land area is in danger of becoming
saturated with effluent with the possibility of overflow of effluent
onto other lands outside the district's spray area, and discharge,
directly or indirectly, of said effluent into waters tributary to
Lake Tahoe; and
WHEREAS~ the Lahontan Regional Water Pollution Control Board
has heretofore set discharge requirements for the disposal of sewage
effluent by South Tahoe Public Utility District prohibiting overflow
of said effluent onto other lands outside said district's spray area
and discharge, directly or indirectly, into the waters tributary to
Lake Tahoe; and
WHEREAS, said Regional Water Pollution Control Board has here-
tofore issued a "cease and desist" order against South Tahoe Public
Utility District for violation of said discharge requirements which
order prohibits further overflows or discharge; and
WHEREAS, there has been and now is urgent need for additional
land area for effluent holding ponds and for spray area for South Tahoe
Public Utility District to dispose of sewage effluent; and
WHEREAS, South Tahoe Public Utility District has
applied for and received a term special use permit from the
United States Forest Service for use of necessary additional
lands for said ponds and spray irrigatiOn and said district is now
paying rental fees for said land; and
WHEREAS, said di~'trict has applied for a Public Law
660 Grant in aid in the sum of $334,050.00 which grant will
financially permit construction of the following facilities:
(1) Effluent disposal force main and pump
( ~ Holding ponds and spray irrigation system
(3) Tertiary treatment plant;
and
WHEREAS, said application of South Tahoe Public Utility
District has received a high priority for allocation of Public
Law 660 funds, placing second highest in total need for the
State of California; and
WHEREAS, said district has prepared and completed
final plans and specifications for item~ (1) and (2) and the
same are ready for approval, and certification of that portion of
said grant in aid project applicable thereto could be issued now;
and
WHEREAS, preparation of final plans and specifications
for item (3) has been authorized by said district, and the plans
and specifications will be completed and ready for approval
during the month of November, 1963, at which time the certification
of that portion of said grant in aid project-applicable thereto
could be issued; and
WHEREAS, the construction season for underground and
earthwork required for holding ponds and force mains is of short
duration at Lake Tahoe and adverse winter weather prevents said
construction generally after November each year; and
WHEREAS, said district is now ready, and willing, and
with the assistance of said grant in aid, able to construct items

(1) and (2) this year~ and
WHEREAS, construction of said items (1) and (2) this
year would greatly minimize the danger o§ overflows or discharges
of effluent which ultimately threaten pgllution of Lake Tahoe,
permit compliance with the discharge ~equirements of the Regional
Water Pollution Control Beard by said district, as well as avoid
adverse publicity to an area of the highest scenic beauty and
recreational value; and
WHEREAS, a priority cer~clficatlon issued to South Tahoe
Public Utility District now of that portion of the Public Law
660 g~ant in aid project applicable to item (1), effluent disposal
force main and pump, and item (2), holding ponds and spray irrigation
system, would permit construction th~s year; and
WHEREAS, item (3), tertiary treatment plant, proposed
to be constructed as a part of said grant in aid will help remove
impurities which ultimately threaten pollution of Lake Tahoe; and
WHEREAS, there is no Federal law or regulation or state
statute prohibiting the certification of items (1) and (2) of said
grant in aid p~ject now, and later certification of item (3)
upon completion and approval of final plans and specifications in
November, 1963~ and
WHEREAS, a delay in ce~tiflcatlon items (1) and (2)
of said g~ant in aid project until item (3) is ready for
certification would prevent construction of urgently required
effluent disposal force mains and pump, and holding ponds and
spray irrigation system until 196~ and
WHEP~, AS, in an attempt to finance the project or portions
thereof for which said grant in aid is requested, the directors of
the South Tahoe Public Utility District submitted three general
obligation bond issues to the voters in the year 1962, all of which
were rejected although two received over si~ty percent favorable
vote~ and

WHEREAS,the only presently remaining feasible means
for construction of the proposed project is by said grant in aid
assistance; and
WHEREAS, one of the paramount purposes of the South
Tahoe Public Utility District is to maintain the quality of Lake
Tahoe waters and scenic beauty of Lake Tahoe, and this also is a
paramount purpose of all local, state and federal agencies and
officials; and
WHEREAS, said agencies and officials should make every
reasonable effort at the earliest time to maintain the quality of
Lake Tahoe waters and scenic beauty of Lake Tahoe; and
WHEREAS, the priority certification of items (1) and
(2) of that portion of the Public Law gra~t in aid project
applicable thereto is therefore of the greatest urgency and of
such a nature as to require a special meeting of the State Water
Pollution Control Board immediately;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT AS FOLLOWS:
1. That an immediate special meeting of the State
WaFer Pollution Control Board be called and that said Board
issue a priority certification of the South Tahoe Public Utility
District Public Law 660 grant in aid project applicable to
effluent disposal, force main and pump, and holding ponds and
spray irrigation system.
2. That the issuance of said priority certification
not be prejudicial to the later certification this year of the
tertiary treatment plant portion of said grant in aid.
3. That a certified copy of this resolution be
forthwith forwarded to said State Water Pollution Control Board.
PASSED AND ADOPTED THIS llth day of July, 1963, at a
duly held special meeting of the Board of Directors of said District.
