The writer conferred with Mr. Spencer and Mr. Jopson on the above date regarding the procedure to be followed in inviting stipulations in connection with protested applications within all watersheds under Cali- fornia -Nevada Compact Commission jurisdiction. It was concluded that following receipt of answers to protests, applications would be routed to Mr. Woodward for field investigation and report on physical facts, which report would also recommend hearing procedure to be followed. A copy of the report should be forwarded to California - Nevada Compact Commission informing them of our recommenda- tion for either formal hearing or proceedings in lieu of. hearing.
