The Board is establishing procedures for processing applications
for water within the Tahoe Basin. Since consideration Will be
given first to those applications with earliest priority of
application date, your application will be one of the earliest
to be reviewed.
On April 4, 1973, the Board adopted regulations for the implemen-
tation of the California Environmental Quality Act of 1970 (CEQA)m
Under these regulations, the Hoard cannot issue any permit to
appropriate water .until major consideration has been given to
preventing environmental damage.
It As our understanding that your project is identical to that
of the. Angora Water Company, as- described in their application
No, 23502, and that their application is to be withdrawn if your
petition for change in point of diversion is approved. On May 13,
1973, the Board informed Angora Water Company of the need for
information to complete our initial study of possible environmen-
tal impacts related to the project. At that time, we were con-
sidering the possibility of developing one mater Environmental
Impact Report for all applications for water from the Lake T hoe
Basin so that the cumulative effects of the diversions could be
disclosed. However, with the establishment of new policies
relating to the disposition of applications in the Tahoe Basin,,

and the limits placed on the amount of water allotted to California
in the California -Nevada Interstate Compact, it is only necessary
to review those applications with earliest priority at this time.
Since your agency is a private company, the :Board will act as
lead agency in the submission of an environmental document for
review by other interested agencies and individuals. If you
have completed an environmental document for this project, please
send us a copy for review as soon as possible so that consideration.
of your application may proceed. The Board staff will review
the document to determine if all possible impacts of the project
have been disclosed prior to any action by the Board. If the
document requites supplementary work, we will assist you in
defining the remaining tasks. If the document has not_ been.
circulated to ether state and local agencies, we will consult
with you on the procedures required. :-
If you have not completed an. environmental document, the Board,
as lead agency, will make an initial study to determine the fora
which the environmental documents must take. To complete the
initial study we will need information outlined in Sections 15141
to 15143 of the State Guidelines, a copy of which is enclosed.
For the purpose of this initial study, "Project"' refers to the
entire development associated with the diversion, storage and use
of water under this application and any other related water rights.
The requested information should be prepared in report form; how-
ever, reference can be :made to other studies and reports if they
are provided to the :Board.
The enclosed check list can serve to highlight specific areas of
possible impacts related to your project and to indicate specific
subjects which will require emphasis in your report. Of particular
concern in relation to your project are secondary impacts result-
ing. from growth inducing aspects of increased :,rater availability.
If it our understanding that the Tahoe Regional Planning Agency
has information available relating to projected water needs within
the basin. This infor ation may serve as a source for some of
your discussion.
