Upper Truckee River and Tributaries
A meeting was held in the SWRCB office on July 23 in order to resolve
the differences between the permittee's estimates of future water use and ours.
Messrs. George Baron and Harold Prescott represented Tahoe Paradise;
Mr. Stanley Martin represented Angora Water Company. Messrs. Glenn Peterson,
Ben Rinehart and Walt Pettit attended on behalf of the Board.
Permittee's Exhibit D, submitted at the June 18 hearing, shows that
the anticipated buildout of the three water companies in question will entail
17,474 dwelling units with an estimated water usage of 6,379 acre-feet per
annum. As was discussed at the hearing, the Board's estimate anticipates
29,615 dwelling units with an annual requirement of 8,716 acre-feet (recent
refinements of the Board's estimates have reduced the estimated requirement to
about 8,300 acre-feet per annum).
As a result of a general discussion, we concluded that the difference
between the two estimates results mostly from different assumptions of building
intensities. The staff estimate utilized the zoning approved by Tahoe Regional
Planning Agency. The estimate prepared by the permittee recognizes that there
are existing approved and recorded subdivisions that do not conform to the
present TRPA zoning. Our initial impression was that the TRPA zoning would
probably result in a lesser number of dwelling units than those actually
existing. However, Mr. Prescott pointed out that in many cases additional
county requirements concerning such things as parking spaces frequently result
in a lesser number of units than the TBPA allowance. Several other factors

would also tend to reduce the final number of dwelling units. For example,
the area shown'as Tahoe Paradise proposed service area at the extreme south
end of that company's service area was not included in Mr. Baron's estimate;
however, it was included in the Board's estimate. Mr. Baron said that area
will likely be served by shoe Paradise some day but not for a good many years.
In the Tahoe Keys service area some of the waterways and lagoons may have been
included as served area in the staff estimate. Mr. Martin also indicated that
part of the shoe Keys service area has been donated as an open space preserve
and will consequently have no building on it.
The permittee's representatives acknowledged that their estimate
of 17,474 dwelling units may be somewhat low. Some parcels designated com-
mercial may end up as high usage trailer courts or may develop into some type
of business with a much lower water use. Basically, the permittee's estimate
includes all existing approved subdivisions as they are; TRPA zoning was used
in undeveloped areas where no more specific information was available.
It seems apparent that the Board's estimate of 29,615 dwelling units
is high. The permittee's estimate of 17,474 units with a water requirement of
6,379 acre-feet per annum (based on a unit use of .365 afa per dwelling unit)
is probably a more realistic figure. If the staff estimate of 0.3 afa per
dwelling unit and the permittee's estimated number of dwelling units are used,
the total water requirement would be less than 5,300 afa. It should be recog-
nized that all of these estimates are subject to some fluctuation; for example,
the staff estimate has been reduced from'8,700 acre-feet per annum to about
8,300 acre-feet per annum since the hearing.

I recommend that a rounded figure of 6,000 acre-feet per annum be
utilized as the future water requirement for our present purposes.
We also discussed the processing of Application 18021 to some extent.
It was agreed that the permit should be licensed for the use that has been
made to date. There is some question as to whether the permit presently
covers the entire place of use involved. As soon as the need for a change in
place of use petition is resolved, the file can proceed to licensing accordingly.
