Resolution No. 3137-20 Emergency COVID-191 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 RESOLUTION NO. 3137-20 A RESOLUTION OF THE SOUTH TAHOE PUBLIC UTILITY DISTRICT DECLARING A LOCAL EMERGENCY IN ORDER TO RESPOND TO THE COVID-19 INFECTIOUS DISEASE OUTBREAK WHEREAS, a novel coronavirus, COVID-19, that causes infectious disease and was first detected in Wuhan City, Hubei Province, China in December 2019. Symptoms of COVID-19 include fever, cough, and shortness of breath; outcomes have ranged from mild to severe illness, and in some cases death. The Centers for Disease Control and Prevention considers the virus to be a very serious public health threat; and, WHEREAS, on March 4, 2020, California Governor Newsom declared a state of emergency for conditions caused by COVID-19; and on March 11,2020, the World Health Organization declared COVID-19 a global pandemic; and, WHEREAS, on March 12, 2020, El Dorado County declared a state of emergency for conditions caused by COVID-19; and, WHEREAS, as of March 19, 2020, there have been numerous confirmed COVID-19 cases in California that have resulted in mild to severe illness and sometimes death; and, WHEREAS, the above described conditions are a threat to public health and safety of the South Lake Tahoe area and create conditions of extreme peril to the safety of persons and property within the District's service area, which are, or are likely to be, beyond the control of the services, personnel, equipment and facilities of the District; and, WHEREAS, the South Tahoe Public Utility District ("District") is engaged in the treatment and distribution of potable water to the public and collection and treatment of wastewater from the public; and, WHEREAS, the District's water and wastewater services are essential to the health and safety of the South Lake Tahoe community; and, WHEREAS, these conditions warrant and necessitate that the District proclaim the existence or threatened existence of an emergency, as defined in Government Code
