Good Afternoon, David,
This email follows my August 10 email on the status of our response to your August 1, 2018, public records request
which requests copies of certain documents from the District.The District wishes to cooperate to the fullest extent
possible with your request made pursuant to the Public Records Act(Government Code section 6250 et seq.). Under
established California law,the District is obligated to comply with a request for a public record so long as the request
seeks public information and the record can be located with reasonable effort.
Even though the District must promptly furnish the requested documents, it is not required to suspend all other work and
services performed by District staff in order to respond to your request.The District will need a reasonable amount of time
to search, collect, examine, and assemble the voluminous records that are related to your request due to the various
formats, types and location of the records being requested from the District, the extensive time period (17 years)over
which you are seeking records and due to the fact that the records are very old and not readily accessible. We estimate
that it will take District staff at least 30-45 days to locate, review and assemble the requested public records. We will
update you further as to the progress of our efforts to timely and promptly respond toyour request.
Per your request, it is our understanding that you are requesting inspection of the above referenced records in our
office. If you have any questions about the District's response to your request, please feel free to contact me directly.

The District is in receipt of your Public Records Act request dated August 1, 2018, which requests records related to the
District's domestic main water and sewer lines between 1976 and 1990 and purchases by STPUD from Slakey Brothers,
Inc.; between 1976 and 1990.
The District wishes to cooperate to the fullest extent possible with the Public Records Act (Government Code section
6250 et seq.). Under established California law, the District is obliged to comply with a request for a public record so long
as the requester makes a specific and focused request for information, that information is maintained by the District in its
ordinary course of business, the information is disclosable, and the record can be located with reasonable effort. The
Public Records Act provides for the inspection or copying of identifiable public records; it does not compel the District to
create new records, lists, or reports in response to the request.
Within ten (10) days of receipt of your request, the District is required to determine whether the request, in whole or in
part, seeks copies of disclosable public records. (Gov't Code § 6253(c).) The response period starts with the first
calendar day after the date of receipt of the request. (Civ. Code§ 10.) If the tenth day falls on a weekend or holiday, the
next business day is considered the deadline for responding to the request. (Civ. Code§ 11.) The deadline to respond to
your request is August 13, 2018. Consistent with that requirement, the District has reviewed your request in light of the
District's records and made the following determinations.
Request#1: All STPUD contracts and specifications for the installation of domestic main water lines between 1976 and
1990;
Determination: This request seeks public information that is within disclosable public records.
Request #2: All STPUD purchase orders, bills of lading, and/or invoices for STPUD purchase of domestic water main
pipes between 1976 and 1990;
Determination: This request seeks public information that is within disclosable public records
Request #3: All documents concerning asbestos-cement pipe (aka "transite pipe") for domestic water and sewer lines
between 1976 and 1990;.
Determination: This request seeks public information that is within disclosable public records.
Request#4: All documents related to purchases by STPUD from Slakey Brothers, Inc., between 1976 and 1990.
Determination: This request seeks public information that is within disclosable public records.
The District will need additional time to search, collect, examine, and assemble the distinct records that are related to your
request due to some records being retained in hard copy by the District as well as the extensive time period over which
you are seeking records. Per your written request, you have asked for assembly for inspection of the above-referenced
records. We anticipate that the District will require 14 days additional time in order to:
Search for and collect the requested records from field facilities or other establishments separate from the office
processing the request;
Search for, collect and appropriate examine a voluminous amount of separate and distinct records demanded in a single
request.
Please be advised that if the District has responsive records to your request, the majority will not be in electronic format.
