Subject: Reclamation Permit Monitoring Report, 1St Quarter 2017
Dear Ms. Kouyoumdjian,
Enclosed is the South Tahoe Public Utility District's 2017 1st quarter self-monitoring report
for January through March 2017. The District is reporting as required by the Wastewater
Reclamation Permit (Board Order R6T-2004-0010A3, WDID No. 6A095900700).
Wastewater Reclamation Permit (Board Order R6T-2004-0010A1).
The effluent met all the requirements set forth in the Board Order for this quarter; there
were no violations.
Emergency Retention Basin (ERB)
A total of 30.74 MG of wastewater was pumped to the ERB during this quarter. There was
6.16 MG pumped in January and 24.58 MG pumped during February. This was caused by
increased influent flows during the severe winter storms. There was no wastewater
remaining in the ERB on March 31 , 2017. The ERB was inspected on February 15, 2017;
the report is attached.
Export Pipeline
The District's Final effluent export pipeline route was inspected February 2, 2017. No
damage to the pipeline was detected. The report is attached.
Wastewater Reclamation Permit Compliance
This monitoring program provides for discontinued surface water monitoring, except
SW-01 , SW-05, and SW-06, during the months of December, January and February.

Modifications and operational problems occurring during this quarter are detailed in the
section titled Operational Problems and Major Maintenance Activities in this report.
Notes
Sampling and analysis problems for offsite sample locations are listed in the Sample
Comments section. Two monitoring well sites, ACMW-23 andACMW-24, could not be
sampled this quarter. They were inaccessible because of damage to the access road by
the rain storms.

Operational Problems and Major Maintenance Activities
January— March 2017
Wastewater Treatment Facilities
• There was no major maintenance work at the treatment plant last quarter. We did
export to the Emergency Retention Basin due to the increase in wastewater
influent flows caused by the heavy rain and snow storms
• During the February storm series the Luther Pass pump station was operated on
emergency power (generator)for approximately 2 weeks due to power quality
and reliability issues. The construction project to replace the motors on the
Luther Pass pumps is continuing.
Wastewater Conveyance System
• Sewer Pump Stations
o Replacement of 2 vacuum valves at Fallen Leaf Lake Vacuum Valve
Station (VVS)#4.
o Installed new pump at Fallen Leaf Lake Electrical Station (E.S.) #6.
o Installed new discharge pump at Fallen Leaf Lake main station.
o Set up portable generator at Fallen Leaf Lake E.S. #2 because of an
avalanche that took out power at E.S. #1, #2, and #3.
o Replaced #1 pump at Fallen Leaf Lake E.S. #6.
o Replaced #1 and #2 pumps at Fallen Leaf Lake E.S. #5.
o Replaced #2 pump at Fallen Leaf Lake E.S. #6
o Replaced #1 pump at Beecher Sewer station.
o Replace pump at Fallen Leaf Lake E.S. #7.
o Disassembled and shipped out#3 pump from Luther Pass Pump Station
for rebuild.
• Collection System
o We had problems with I & I; crews replaced manhole lids with pick holes
to solid lids. We also went around sealing manholes with grout in the
chimneys and installing Manhole Hats which help with I & I infiltration.
There were a couple of manholes damaged from the storms.
Alpine County Disposal Facilities
• Thomas Haen Company continues to work on the District's Diamond Valley
Ranch Irrigation Improvements Project, Phase 1. However, minimal work took
place during the months of January, February, and March.
• No major problems to report related to the disposal facilities, but the ranch
sustained some storm related erosion in certain areas due to the harsh winter
storms
