SOUTH TAHOE PUBLIC UTILITY DISTRICT MEMORANDUM DT: December 13 , 1993 TO: Board of Directors & Dale Sare FR: Bob Baer RE: REVIEW OF SEWER ORDINANCES ****************************************************************** I have reviewed the Ordinances which address sewer units (see Pat's memo attached) . My findings are as follows: Ordinance 24 (1956) First Ordinance which discussed the Construction of private sewer laterals and connection to District-owned sewer lines. Did not set service charges. Ordinance 34 ( 1958) Titled: STPUD Sewer Charges Ordinance. Monthly service charge $.50 per unit; minimum charge of $1. 00 per month. Schedule of units: (in part) a) Homes, apartments and motels: Each kitchen unit/1 unit; each bath/1 unit; each garbage disposal/1 unit. e) Laundromats/2 units per machine. Section 3 . 03 - Special Charges: Facilities in commercial estab- lishments discharging extraordinary amounts of waste into the sewage system shall be subject to such charges and to such conditions as may be set by the Board. Ordinance 114 (1964) Rescinded Ordinance 34; kept same charges but required payment one year in advance. Ordinance 195 (1970) Amended schedule of units in Ordinance 114 to read: a) Homes, apartments: A minimum of 3 units for each home or apartment plus an additional unit for each bath or half- bath in excess of two baths. (Comment: No mention of garbage disposals) Ordinance 286 (1978) Amended schedule of units in Ordinances 114 & 195 to read: a) Homes and apartments: A minimum of 3 units for each home or each apartment plus an additional unit for each bath or half-bath in excess of 2 baths, except that a studio apartment shall be 2 sewer units. (Comment: the type concerning studio apartments is in different type than the rest of the Ordinance. Jim Jones voted for this Ordinance. Jim, can you remember discus- sion at the meeting?) Ordinance 300 (1979) This Ordinance was a complete rewrite of the sewer ordinance. It superseded the previous ordinances; added the definition of a sewer unit: Section 1.27 - Sewer Unit is an estimated measurement of flow and strength of waste-water discharged to the treatment facilities. A sewer unit is used for the purposes of determi- nation of assessment of sewer service charges. (emphasis added) (No changes to schedule of units. ) Ordinance 359 - 1983 (our current ordinance) Superseded Ordinance 300. Added the definition of "Studio Apartment" : Section 1. 30 - Studio Apartment is one (1) kitchen, living and sleeping area all in one room and one (1) bathroom. (No changes to schedule of units. ) cc: Richard Solbrig Rhonda Mc Farlane Diane Noble SOUTH TAHOE PUBLIC UTILITY DISTRICT MEMORANDUM DT: December 10, 1993 TO: Baer FR: Pat Mamath RE: ORDINANCES RELATED TO SEWER UNITS ****************************************************************** Baer, you asked me to research the Ordinances to see when the District adopted the sewer unit system.
