TOPICS DISCUSSION 1. PUBLIC COMMENTS. None. 2. CONSTRUCTION PROJECTS Steve Caswell will be running today’s Operations Committee Meeting. a) Plant Emergency Generator Replacement (Cal Electro Inc.)
• Change Order #1 was approved by the Board on 2/7/19.
• The Change Order included incorporating an Intermediate Milestone with liquidated damages to protect the District from having to rent generators for next season.
• Shannon commended Steve for getting the Intermediate Milestone in place.
• Currently the contract completion date is 1/13/20 but the Emergency Generator itself should be complete by the end of September. CEI has indicated that they can still meet the contract deadline.
b) Diamond Valley Ranch (DVR) Irrigation/C Hydro (Thomas Haen Co)
DVRIIP
• Steve indicated that he was not able to get an update from Ivo on the budget request prior to the meeting.
• Shannon reported that we are having trouble with flooding in the pressure sustaining valve vault. It has had to be pumped out a couple of times. We are currently talking to a design engineer to determine a resolution. c) Water Meters Phase IV (Vinciguerra)
• The final balancing Change Order #1, Closeout Agreement and Release of all Claims is on the Board Agenda for approval on 2/21/19.
d) Marlette Waterline (Thomas Haen Co)
• Letters have been sent to customers for coordination of relocation of the service lines to the new water line out front.
• We have received a number of calls from customers with questions.
e) 2018 Water and Sewer Systems Improvements (Thomas Haen Co)
Hydrants, Force Main By-pass, Apache Avenue Sewer
• The Camel Garages are complete. The Equipment can now be stored inside.
3. PLANNING / DESIGN
a) Rocky Point No. 2 Waterline • All bids were rejected due to a delay in funding caused by the government shutdown. The project will rebid for the 2020 construction season.
• Shannon and Jim will be meeting with the USFS Chief while they are in DC to discuss funds availability for the Fire Partnership. b) Groundwater Management Planning
• Ivo has scheduled a TAC meeting for 2/26 in the District Board Room to discuss the modeling results and the feasibility of remedial alternatives for the PCE plume.
• Shannon reported that there is an Agenda item for the next Board meeting to discuss what the consultant discovered and how we will use the additional information to tweak the model.
• John reported that the District will be giving a presentation to Lahontan on PCE at their offices on 3/14.
• Shannon and Jim will be bringing up the issue of rate payers not having to pay for the PCE cleanup process while they are in DC. c) Fallen Leaf • No Report.

Lake Sewer Improvements d) Collection System Assessment
• Brent our Asset Manager is currently working with Purchasing to develop an RFP for coding services to review the recorded TV footage of the District’s system.
• Jim asked how much of the Tahoe Keys had been inspected.
• Steve provided a map of the Tahoe Keys gravity system showing inspections that have been completed since 2009 (See Attached Exhibit A).
• The Pink areas are areas that have never been inspected. A large number of the inspections were done in 2009 and then in 2018 we were able to get quite a bit more done.
• Now that we have completed the projections and EC list we will need to discuss how to prioritize future inspections of the gravity system. A good rule of thumb is to try to camera the lines once every 10 years. If we are able to maintain a similar rate to this past year, we may even be able to TV the lines every 5-10 years depending on how long the more difficult ones take.
• Steve provided a map of what has been inspected and coded from 2006 to present (See Attached Exhibit B).
• During the last storm event we were able to get real time data from the flow meters that were installed throughout the sewer system to see how the system is performing.
• Steve provided Flow Meter Graphs (See Attached Exhibit C, p. 1 & 2).
• The Upper Truckee Basin flow meter was having a significant increase in flow at the intersection Lake Tahoe Blvd. and Sawmill as indicated by the blue line (Exhibit p. 1).
• Crews were dispatched and found that the County had displaced the manhole cover and it was allowing water to come rushing into the sewer system. Once the manhole was repaired we had a gradual decrease in flow but there is still a lot of flooding in the area. We have welded the lid shut and will be installing a smart cover with cellular notification to track if the cover has been displaced or removed.
• Shannon reported that the Plant did have an instantaneous flow increase during the time that the manhole cover was removed allowing water to flow in.
• Brent provided data via the flow meter that showed the jump to be about 300 gallons per minute going into the manhole.
• Chris Stanley notified the County of the issue and found them to be responsive.
• Page 1 of the exhibit shows the flow meter just upstream from Al Tahoe Pump Station that collects all of the data from Tahoe Keys Pump Station. It showed high flows throughout the storm system. These flow monitor readings give the indication that Tahoe Keys and Upper Truckee may be areas to look at.
• Shannon said that the old blower on the loader broke so crews have been struggling to move snow with trucks and loaders. We are also looking at a new blower to facilitate movement of the snow.
• Depending on how the Winter continues we may need to hire from outside the District to help with snow removal.
• More to come on how the plant will fare with the coming storms.
e) Big 5 Pump Stations • The designs for the Tahoe Keys and Upper Truckee Pump Stations are in progress.
• Due to the data from the flow meters we have decided to take a step back to compare the 2017 storm event with the most recent and verify capacities.
• We are also taking snow core samples right now to help determine how our system will respond to rain on snow events and will use them to help decide final capacities for the pump stations.
• The designs should still be finished by the end of the year with no impact to the construction schedule for these two pump stations.

• The next pump station in line will be Bijou. This project will be very complicated with regards to an electrical standpoint. The station is old and space is tight and we will need to use an external power supply while replacing the existing electrical gear. The Electrical staff has indicated that this station is their priority.
• We plan to have the Bijou design in place in case it is needed but are not planning to go to construction until the 2024 construction season. f) DVR Improve- ment Projects • We are working on a bid through Purchasing to get the inverted syphon that is part of the Diamond Ditch back on line this fall.
• We are also looking at doing an outlet valve on Indian Creek Reservoir in house.
• We reviewed the assessment of the Diamond Ditch that we had done and returned comments to the consultant requesting more information to compare alternatives.
g) Keller-Heavenly Improvements • We have received the 60% design submittal and returned comments. We are now waiting for the 90% design.
• This work will be done in phases. Phase one will bid this fall slated for 2020 and include the waterline work, PRV work, and Rock Stabilization work. h) Water Metes Phase V-A • The Bid opening was held last week on 2/12 and will include water meter installation on for the Pioneer Trail corridor into the County.
• Bid review is underway and we will be bringing the Award to the Board for approval on 3/7. i) Heavenly Tank – Recoat and Site Improvements
• We have completed the 60% design in house.
• We are hoping to Bid the project this Spring and complete construction this Summer. j) Luther Pass Tanks, Valving and Fuel Tank Roof
• Initially we had planned to do the work on the Heavenly and Luther Pass Tanks together but due to more structural damages than we initially thought on the Luther Pass Tanks we are going to have a consultant look at it before we continue with the in house design.
• We can only work on One of the Luther Pass Tanks at a time so one will be done during the 2020 construction season and one will be done in 2021. k) Waste Water Treatment Plant (WWTP) Energy Audit
• We have started the data collection period. We are focusing on the aeration system which has the highest energy consumption use in the plant.
• We have also added instrumentation to collect data to determine how much air we are producing that is being underutilized. l) Well and Pump Monitoring • Ivo will be presenting Wood Rodgers, Inc. as the successful consultant for the Routine Well & Pump Performance Monitoring RFP to the Board on 2/21.
• The Consultant will be looking at the efficiency of the pumps and the capacity of the District’s wells as well as doing a condition assessment of the wells to verify flow. m) Upper Montgomery Estates/H Street Zone Improvements
• We are developing an RFP for improvements at two pump stations including work to the water infrastructure to add additional fire flows.
n. Supervisory Control and Data Acquisition (SCADA) Improvement Projects
• Julie will be presenting a proposal from a consultant to the Board on 2/21 that will be the first step getting a better communication system from Fallen Leaf Lake to the Angora Tanks.
• This should allow us to have more reliable communication and higher capacity for data at sites that we can’t easily access. This will allow us to better monitor some of these remote sites.
• Stanford Camp has been keeping the Fallen Leaf Lake Road open with new equipment that they purchased. Our crews have only had to do minimal maintenance to the road for access.
• John reported that recent modifications and improvements to our system at Fallen Leaf

Lake appear to have helped reduce I&I. We have not seen a similar response to the level of I&I that we saw in 2017. 4. OTHER a. El Dorado County Water Agency
• John reported that he is still working on getting additional project funding from the County.
b. Sierra Blvd. Project, City of South Lake Tahoe
• We are still waiting for them to determine their schedule to see how it will impact our Inspections team during construction season.
c) Recent Operational Issues
• Shannon reported that a solar company had approached the District to look at several potential sites including the forest outside of the plant, Black Bart, and Pioneer Trail at the Post Office. After talking to Liberty Utilities they determined that none of the locations were viable for them. However, they plan to go back to Liberty to discuss Alpine as a possibility.
• Shannon reported that District staff’s response to the recent storm event was very successful. We had two members of each crew and a mechanic on standby. Thankfully there was no power loss anywhere which was a major factor during the 2017 storms.
• We were able to run two 1000 hp pumps and a 700 hp pump without having the power issues that we have historically had with Liberty Utilities. 5. ADJOURNMENT Next Ops Mtg. Next Operations Committee Meeting to be held on Tuesday February 19, 2019, 3:30 pm.
