LFd 02122018 OPS 1 OPERATIONS COMMITTEE MEETING Monday, February 12, 2018 3:30 p.m. Conference Room 1st Floor Present: Shannon Cotulla, John Thiel, Richard Solbrig, Jim Jones, Kelly Sheehan, Heidi Baugh Public: None A meeting was held to discuss the following: TOPICS DISCUSSION 1. PUBLIC COMMENTS. None. 2. CONSTRUCTION PROJECTS a) Plant Emergency Generator Replacement (Cal Electro Inc.) • Notice to Proceed was issued to start paperwork today. Estimated completion date is January 13, 2020. • Met with contractor representatives at Pre-Construction meeting held on 1/30/18. No concerns at this time. Looking at a May start for breakpoint part of project. • No word yet on potential FEMA funding. b) LPPS Power and Controls (Thomas Haen Co) • Closeout agreement is on the agenda. • Pump 3 update – staff will take time to gather additional data and operations information regarding our existing pumps and processes before deciding on the additional 700hp pump. Flowserve has indicated a number of exceptions with their bid submittal. c) DVR Irrigation/ C Hydro (Thomas Haen Co) • We are continuing work on control systems at the project site and coordination between C-Hydro, Luther Pass, and Control 1. • Shannon reported as a heads-up for the future, (barring some sort of March miracle precipitation event), there are some concerns with respect to the amount water coming down the Carson River and the effect it will have regarding contractual agreements with area ranchers, and our own fresh water needs to irrigate our alfalfa. We may have to adjust our plans depending on what is coming down the Carson River. d) 2017 Hydrants and Large Meters (White Rock Construction) • The original contract scope has been completed. District has added a number of additional change orders to this project • The District has engaged White Rock Construction to assist District crews in other projects in order to complete work prior to winter. The most recent work was on our Al Tahoe pipe; and the procurement through White Rock of a generator for Fallen Leaf Lake station. Other change-ordered work included the Al Tahoe Manhole liner repair, work out at Fallen Leaf Lake, work on the Elks Club Well Building, and City’s Pinter Storm Drain work. • We are waiting for final numbers from White Rock Construction so we can wrap this up with a final Change Order. e) Ponderosa Waterline (Sierra Nevada Construc-tion) • There are still paving and water service connections to be completed during the 2018 construction season. • Shelly is handling the customer outreach and coordination in regards to new service connections by licensed contractors for reimbursement by the District. 3. PLANNING / DESIGN a) Keller-Heavenly Improvements • Farr West Engineering continues work for the design of the tank and access road. We are waiting for a report on the life cycle costs to determine whether to choose a welded steel or concrete tank. • Trevor has solved our easement issues in this area—he found easements for all three parcels our access road is on. Surveying scheduled to verify this. 2 • Continue working with our archaeologist and Garth Alling to complete the required environmental surveys that will be packaged with the final alternatives evaluation and forwarded to the state to be part of our SRF funding application. Expect completion of this in the next three weeks. b) Meters Phase 4 • We are out to bid. We had four general contractors at the Pre-Bid, three of whom have registered on the SBA site, and therefore probably bidding the project. John and Trevor are keeping in touch with all potential bidders in hopes of receiving multiple bids this time. All three potential bidders attended the Contractors Forum presented by John in January. c) Marlette Waterline • We are bringing this to the Board on Thursday for approval to bid. • The project is scheduled to advertise on Friday. • This project will entail 1120 lineal feet of waterline and 110 services being affected by this work. Approximately 40 of the services will need new service connections—relocating to the front street instead of through the backyards. d) Sierra Blvd Waterline • City is expected to begin construction in July. Our portion of the City’s work is expected to be approximately $400,000 and performed by the City’s contractor. Engineering is putting together plans and specs to add to the City project to bid to relocate waterlines and install new services, etc. off Sierra Boulevard lines. • Discussions are ongoing with the City’s Adhoc committee regarding Fountain Shop drainage problems. We have proposed a sump pump at Fountain which takes floodwaters to a new storm drain system planned on Sierra. e) Fire Hydrants, Service Valves, PRV, and Forcemain Bypass Stations • We are adding our force main bypass work to this project, Al Tahoe (Hwy 50 and intersection of Rose and Martin). Caltrans indicated they have no problem with us installing a pipe under the road while they have it open. (30” diameter pipe). • This season’s Fire Hydrant project will include about fifteen fire hydrants and ten service valves for installation in the Meyers service area. These fire hydrants will mostly be on existing 4” waterlines that will provide at least 750 gpm. f) Groundwater Management Planning • South Y Project held a public outreach meeting last week at the Tahoe Valley Elementary School regarding PCE contamination issue. Kelly indicated that she had heard from a number of constituents that they felt it was a good meeting and it appeared that the agencies were all working well together. • Have two more public outreach meetings scheduled. • Ivo and Kennedy/Jenks continue to work on the remediation plan. g) Plant Emergency Generator Replacement (2018) • See report in Item 2.a). h) Fallen Leaf Lake Sewer Upgrade System • There are three more stations we want to convert from vacuum to electric. • Due to the conversions and work completed out at Fallen Leaf Lake (FLL), we have changed the naming of the stations. There will be 15 electric stations. • We are working with the FLL Fire Department to install a genset in their backyard (next to their existing generator) and enclose theirs with ours in a new building. White Rock Construction will be supplying the generator that we plan to install behind the fire station. • Making good progress with property owners and easements at VVS 7 and 8 – we have one easement completed so we are all set to finish the conversion at VVS8. Regarding VVS7, we have received positive response from one property owner in a proposed location on their property and we will be conducting surveys to draw up easements and 3 field locate the easements and improvements. If this one works out, John anticipates our Pumps crew will be able to convert the last of the vacuum stations by this April or May. When 7 and 8 are converted, we can focus on the final modification at VV5 which is next to the main station and abandon the vacuum system. • We are building a force main model to determine how all the pumps with work together with the existing force main – a 4” pipe. Model will determine the extent of controls needed with all 15 pump stations. We may need to change out some pumps so that they all work together effectively. • Underground repair will also be doing some smoke testing to help locate the I&I problems out there. • Jim asked about the condition of the gravity lines. John does not know what tv information we have on these lines. Probably not much. The gravity network is short out there because much of it goes to each of the pump station locations. The force main goes to gravity near the campground. We have checked those manholes recently with relatively minor top end problems noted. • Will need to rebuild the top end of many manholes because of the deteriorated condition—due to age, deterioration, corrosion, etc. i) Big 5 Pump Stations • Staff continues work on the Level of Service technical memo. This will be the basis for all pump stations not just the Big 5. • Draft condition assessment has been received and reviewed. No major concerns were found. Concrete structures are looking relatively good. Many aging electrical components such as switchgear and VFD components will need upgrades. • Still need to complete the seismic evaluation and hydraulic assessment. • We have $7M budgeted for improvements at these five pump stations and anticipate conducting work during 2020-2024 construction period. j) Sewer Collection System Assessment • We have 21 flow meters in place and collecting data. Currently we are manually collecting data, but are also working to set up a web interface. We are about half way through our enhanced cleaning list of the pipe. • Currently collecting video pipe data on the 300 pipes on the Enhanced Cleaning (EC) list. This is a list of pipes that has grown over the years when pipe problems are encountered and which receive enhanced cleaning. We will assess those, identify the cause for concern, and determine if they should stay on the list. Our crews spend a lot of time going back to these pipes all the time. • Planning to inspect an additional 300 pipes in the second quarter. These, along with the 300 on the EC list will provide the basis for system wide condition assessment estimates. Pipes selected must represent the various pipe conditions throughout the system – material, size, age, flow, groundwater conditions, waste age, etc. • Crews have come across some interesting situations—1) one area the grease build-up was so intense that the hydro was not able to break it up, even after hitting it twice. They plan to run the camera and try again with the hydro. 2) Another on Cochise Circle where crews found alligator cracking around service connection. Since we had ProPipe mobed at Al Tahoe, we had them go up and run two 4’ sections in this pipe to keep it from collapsing and causing another sink hole situation. • Carollo is adding “seismic evaluation” to their scope since the pipe isn’t in a condition to be replaced. The current assessment has been focusing on identifying problems; moving forward we will be working to identify projects and solutions. k) Force Main Bypass Stations • Engineering is developing plans for two Al Tahoe Force Main bypass stations. One will be at Hwy50 at Link Road and the other near the Martin Well. • Coordinating with Caltrans on the Hwy50 crossing. We would like to install a new standby force main under Hwy50. 4 • This work will be incorporated and bid with the Fire Hydrants project this season. l) Supervisory Control and Data Acquisition (SCADA) Communications • After staff review and comments, awaiting final report from Carollo. • The major recommendation that came out of the draft study is that we need a taller antenna here at the plant—it needs to be 115’ tall to meet our needs. We are looking at options to accommodate this need--possibly on top of the bio building. This option would require us to add emergency power at this building since it is not on our auto start generator. 4. OTHER a) AMI Towers • Sensus identified that they needed three more towers to get the 98% reading that they promised. These will be located at Gardner, Forest Mountain, and Heavenly tanks. Scheduled to be out next week to complete. • Our crews are assisting and Sensus will be paying for our work. • If these three final antennae get installed and work as planned, we will shoot for April launch of the WaterSmart program. b) Al Tahoe Pump Station • We had ProPipe come up (under White Rock Construction) and do 40’ lining at the Al Tahoe location and the wet well. This work was completed last week for approximately $22,000. Some groundwater flowing out of one of the new seams. Not a concern at this time as it is structurally sound. • Chris will provide details at a staff report on Thursday. c) Recent operational issues • Shannon reported on Water Rights issues related to the Truckee River Operating Agreement (TROA) which is currently being adjudicated. It will be in the District’s best interest to show any historical use of surface water to secure water rights as part of this process.
