EKI Environment & Water, Inc. (“EKI”) is assisting the Working Parties of the former Lake Tahoe Laundry
Works (“LTLW”) site (Fox Capital Management Corporation and Seven Springs Limited Partnership) with
characterization of the lateral and vertical extents of tetrachloroethylene (“PCE”) in groundwater
associated with the former LTLW site, as required by Cleanup and Abatement Order No. R6T‐2017‐0022
(“CAO”) issued by the California Regional Water Quality Control Board, Lahontan Region (“Water Board”)
in May 2017. As part of this effort, the Working Parties will be conducting an off‐Site groundwater
investigation to the east, southeast, and southwest of the former LTLW site (referred to as the Phase III
groundwater investigation). EKI understands that the South Tahoe Public Utility District (“STPUD”)
maintains three groundwater monitoring wells at its Clement Street water supply well location west of
the LTLW site. The wells reportedly were installed in October 1997. Monitoring well CL‐2 is screened
from approximately 69 to 79 feet below ground surface, and monitoring well CL‐3 is screened from
approximately 39 to 49 feet below ground surface.
EKI would like to access Clement monitoring wells CL‐2 and CL‐3 for sampling as part of the Phase III
groundwater investigation to assist in defining the western extent of the PCE in groundwater. We would
like to perform the well sampling on 5 February 2019, weather permitting, concurrent with other planned
off‐Site field work. The well sampling would be performed in accordance with the methods and
procedures described in Sections 3.15 through 3.20 of the Amended Groundwater Investigation Work Plan
prepared by EKI, dated 19 March 2018 (“Work Plan”), and approved by the Water Board. This Work Plan
can be found on GeoTracker, which is the Water Boards’ online publicly available data management
system.
Please let me know whether STPUD will grant access for EKI to sample the wells. If so, we can discuss
logistics at a later date. Thank you for your assistance with this matter.
