Joshua Ruehlig is the PM. Thanks, Oscar From: Carter, Tricia@Waterboards Sent: Friday, July 29, 2016 11:39 AMTo: Guerrero, Oscar@WaterboardsSubject: RE: Lukins Brothers Water Company GAC Treatment Plant Project Ok, thanks for confirming. Is the waterline project on James to upgrade some of their infrastructure for general maintenance purposes or is it to accommodate increased flows to Well #5 (as they are looking to perform remediation at this well and increase the yield from 500 gpm to 1,000 gpm). I just want to makes sure I’m understanding current events before I brief my management today…..again J See below. Thanks! From: Jennifer Lukins [mailto:jennifer@lukinswater.com] Sent: Friday, July 29, 2016 10:01 AMTo: Carter, Tricia@WaterboardsSubject: Re: Lukins Brothers Water Company GAC Treatment Plant Project Hi Tricia, Thank you for the email. I am very happy that more staff at the waterboards are gettinginvolved in this matter. Lukins has submitted for planning and construction funding for well head treatment at wells 2& 5 through the SRF program, as instructed by our DDW staff engineer. We are in themiddle of design and engineering for a proposed GAC Treatment plant at the 2&5 site. The project scope currently includes abandoning well 2 and updating well 5 to yield 1,000 gpm, installation of GAC filters that are capable of treating up to 300ppm of PCE at the 1,000gpm rate, and a small storage tank (approx 100,000 gallons). Lukins ideally would like to beginconstruction at the site this winter, of course, this is all pending funding. Currently, Lukins is awaiting reimbursement from SRF for the planning, which is ongoing. As you are aware, Lukins is also working jointly with Tahoe Keys Water and South TahoePublic Utility District on another project related to the PCE contamination. Any information I may provide you on that, please let me know. The intent of this e-mail is to start a dialog about the Lukins BrothersWater Company GAC Treatment Plant Project as I will be the primary Groundwater Grant Funding application manager for pre-applications submitted for and related to the former LakeTahoe Laundry Works Site. First off, thank you for the information you have provided thus far in your pre-application. I have reviewed the information as well as the existing Cleanup and Abatement Order. Based onrecent conversations with the Lahontan Regional Water Quality Control Board and State Water Resources Control Board – Division of Drinking Water, I have gained an understandingof the area, PCE concentrations, sources, responsible parties, and impact to your service area as well as adjacent service areas. I am looking at the project in two ways: 1) site-specificoverview to confirm the project’s eligibility in the grant funding process and 2.) holistic overview to evaluate other proposed projects in the area to ensure cleanup and/or prevention isachieved within the aquifer. Since the submittal of your pre-application, we have finalized our guidelines and developed a final application process. Provided is the link to our groundwater quality funding website: http://www.waterboards.ca.gov/water_issues/programs/grants_loans/gw_funding/ The final guidelines can be found under the “What’s New” heading. The final guidelines willprovide more detail on what projects can be funded and who is an eligible applicant. I would encourage you to review our guidelines and the attachments to become familiar with theinformation we will be requesting if you are selected as an eligible project. Please do not submit a final application as we will be preparing letters with details corresponding to youreligibility and request for submitting a final application at a later date. In the interim, I will be working with my management to evaluate your project to determine project eligibility. I will let you know if I have questions as they arise. One question being if you still intend to apply wellhead treatment to both Wells #2 and#5 and what is the potential yield at these wells? Thank you in advance and I look forward to working with you on this funding request. Pleasefeel free to contact me with any questions.
